Job summary

Sembcorp Specialised Construction, a subsidiary of Sembcorp Industries, is seeking a Contracts Engineer to oversee financial and contractual provisions across projects from pre-tender to post‑contract. You will collaborate with the Project Manager on costing, develop subcontract conditions, and ensure accurate budgeting and final accounts.

The role requires a degree in infrastructure/quantity surveying, strong negotiation, and deep contracts knowledge.

Qualifications

• Degree in Infrastructure and Project Management or Quantity Surveying (or equivalent).
• Fresh grads with relevant internship experience welcome to apply.
• Strong negotiation skills.
• Good understanding & knowledge of contracts law and its application.
• Exposed to forms of contracts such as PSSCOC, SIA and FIDIC and other international forms.
• Strong communication and presentation skills.
• Due to project sensitivity, only Singaporeans will be considered.

Responsibilities

• Manage the financial & contractual provisions of all projects from pre-tender to post‑contract, including quantities, variations, cost estimates, monthly claims, final accounts.
• Work closely with Project Manager in preparing monthly updated project costing.
• Develop suitable subcontract conditions for specific project requirements.
• Prepare project budgeting and costing reports.
• Responsible for cost estimating, quantity take‑off, claims preparation, variations and final accounts.
• Review contracts, prepare tender & contract documentation, tender analysis & reporting, measurements.
• Review sub‑contractors' claims and materials on site.
• Standardize all agreements with alignment to contract policy.

Purpose and Scope

• The Contracts Engineering team plays a pivotal role in managing the financial & contractual provisions which is crucial to the successful delivery of building projects.
