Job summary

Sembcorp Industries Ltd, through its Sembcorp Specialised Construction unit, is seeking a Senior Civil & Structural Engineer to manage civil and structural aspects of building projects on site in Singapore. You will supervise on-site works, ensure compliance with regulations, and coordinate with the Resident Engineer and contractors to keep projects on track.

Qualifications

• Minimum 10 years of relevant experience as an RTO, incl. 5 years in site management of major works.
• Diploma from Polytechnic, BCA Academy, or equivalent.
• Accredited with JAC-IES/ACES.
• BCSS Certificate valid.
• Conversant with contract administration, QA procedures, and progress reporting.
• Willing to work overtime or shifts.

Responsibilities

• Assist the Resident Engineer on-site to supervise construction and ensure compliance.
• Coordinate with QP, Resident Engineer and contractors to resolve site issues and meet deadlines.
• Supervise day-to-day civil and structural works per drawings and Building Control Act.

• Ensure works comply with BCA, codes, and company policies.
• Maintain site records and attend project meetings.
• Oversee safety per MOM regulations.
• Inspect materials and oversee QC and tests.

Purpose And Scope

The Civil & Structural Engineer plays a pivotal role in managing the Civil & Structural aspects of the projects which is crucial to the successful delivery of building projects.

Roles & Responsibilities

• Assist the Resident Engineer on-site in supervising and inspecting construction work on-site to ensure that all works comply with statutory and client requirements.
• Work closely with C&S QP, Resident Engineer and other Resident Technical Officers and contractors to resolve site issues and ensure timely project completion.
• Supervise and coordinate day‑to‑day civil and structural works in accordance with project specifications, approved drawings, and the Building Control Act.
• Monitor project progress, identify potential issues or delays, and implement timely corrective actions. Assist in the preparation of reports and documentation related to site activities.
• Ensure all works comply with BCA requirements, relevant building codes, regulations, and company policies.
• Conduct regular inspections and oversee quality control to maintain high construction standards.
• Maintain accurate site records, monitor construction schedules, ensure safety compliance, and attend project-related meetings.
• Carry out regular site checks on contractors & ensure compliance with health and work safety per MOM regulations.
• Validate overtime requisitions and supervise temporary works when necessary.
• Conduct inspections and supervision of material/ workmanship sample tests, including overseas fabrication yard inspections when required.
• Report defects and non‑conformances promptly to the Consultant; issue instructions to the Main Contractor for testing, investigation, and follow‑up actions.
• Prepare defect lists and ensure rectification works are carried out satisfactorily.
• Inspect façade works, waterproofing systems, architectural finishes, and specialist installations such as balustrades and structural steel components.
• Report non-conforming activities to the QP, Resident Engineer promptly.
• Perform other duties as assigned by the Employer from time to time.

Requirements

• Minimum ten (10) years of relevant experience as an RTO, of which at least five (5) years shall be in site management and supervision of major construction works such as buildings, earthworks, drainage, and pavements.
• Possess a Diploma from a Polytechnic, BCA Academy, or other relevant qualifications.
• Accredited with the Joint Accreditation Committee (JAC) of the Institution of Engineers Singapore (IES) and the Association of Consulting Engineers Singapore (ACES).
• Possess a valid Building Construction Supervisors Safety (BCSS) Certificate.
• Conversant with contract administration, statutory requirements for site supervision, quality control procedures, and preparation/submission of progress reports.
• Willing to perform overtime and/or shift work when required.
