Job summary

Sembcorp Industries Ltd is seeking an Assistant Manager – Quantity Surveyor (Contracts) to oversee contractual and cost management on construction projects. The role supports procurement, contract administration, and cost control while ensuring compliance across the project lifecycle.

You will work closely with project teams and stakeholders to manage risk, prepare cost plans, and provide guidance on contractual matters. Singaporeans will be considered for this sensitive role.

Qualifications

• Excellent written and verbal communication skills in English.
• Strong analytical and numerical abilities for cost control.
• Ability to work across multiple teams and manage stakeholders.

Responsibilities

• Deliver quantity surveying services including cost plans, tender docs, contract administration and final accounts.
• Lead tender analyses and formulate bidding strategies.
• Prepare quantity take-offs, estimation and pricing including budgeting and cost reports.
• Collaborate with Project Manager to prepare monthly project costing updates.
• Ensure compliance with internal QA procedures and standards.
• Build and maintain relationships with clients and internal stakeholders.
• Attend client meetings, tender interviews, and deliver presentations when required.

Purpose and Scope

The Assistant Manager – Quantity Surveyor (Contracts) oversees the contractual and cost management aspects of construction projects within the built environment. This role supports strategic procurement, contract administration, and cost control to ensure project efficiency and financial integrity. Working closely with project teams and stakeholders, the Assistant Manager provides guidance on contractual matters, manages risk, and ensures compliance with legal and regulatory requirements throughout the project lifecycle.

Roles & Responsibilities

• Deliver quantity surveying services including preparing cost plans, tender documentation, contract administration, subcontracting, negotiation and final accounts
• Responsible for tender analysis and formulating bidding strategies
• Prepare quantity taking off, estimation and pricing, including project budgeting and cost reports
• Work closely with Project Manager in preparing monthly updated project costing
• Comply with internal procedures and QA standards
• Collaborate and develop good relationship with clients and stakeholder internally and externally
• Attend client meetings, tender interview, conduct presentation and training when required

Requirements

• Degree in Building / Quantity Surveying or its equivalent.
• Minimum 8 years of relevant experience in the construction industry
• Well versed in various form of contracts such as PSSCOC, SIA and FIDIC as well as other international form of contracts.
• Strong in writing and negotiation skills
• Due to the sensitive job nature, only Singaporeans will be considered
