Job summary

Sembcorp Industries Ltd. is seeking an Executive - Contracts Engineer (Quantity Surveyor) in Singapore to manage financial and contractual provisions across projects from pre-tender to post-contract.

The role requires a Building/Construction Management/Quantity Surveying degree, 1+ year of experience, and strong knowledge of contract forms such as PSSCOC, SIA and FIDIC. Proficiency in CostX and Cubicost is preferred.

Qualifications

• Degree in Building/ Construction Management/Quantity Surveying or its equivalent.
• Minimum 1 year of relevant experience in construction industry.
• Good understanding of contracts law and its application.
• Familiarity with PSSCOC, SIA, FIDIC or other international contracts.
• Experience using CostX and/or Glodon Cubicost for measurements.

Responsibilities

• Manage the financial & contractual provisions of all projects from pre-tender to post contract phases including quantities, variations, cost estimates, monthly claims, final accounts.
• Work closely with Project Manager in preparing monthly updated project costing.
• Develop suitable subcontract conditions for specific project requirements.
• Prepare project budgeting and costing reports.
• Responsible for cost estimating, quantity take-off, claims preparation, variations and final accounts.
• Review contracts, prepare tender & contract documentations, tender analysis & reporting, measurement etc.
• Review sub-contractors claims and materials on site.
• Standardize all agreements with alignment to contract policy.

Purpose and Scope:

• The Contracts Engineering team plays a pivotal role in managing the financial & contractual provisions which is crucial to the successful delivery of building projects.

Requirements:

• Degree in Building/ Construction Management/ Quantity Surveying or its equivalent.
• Minimum 1 years of relevant experience in construction industry.
• Good understanding & knowledge of contracts law and its application.
• Preferably well versed in various form of contracts such as PSSCOC, SIA and FIDIC as well as other international form of contracts.
• Preferably conversant in using CostX and/or Glodon Cubicost measurement software.
• Strong communication and presentation skills.
