Job summary

ALBEDO DESIGN PTE. LTD. in Singapore is seeking a skilled Tender & Contracts Specialist to manage pre-tender to post-tender activities across projects, ensuring accurate cost estimation and compliant submissions.

You will provide commercial guidance to project teams, review contracts, prepare variations, and oversee interim valuations while coordinating with vendors and consultants. The role requires a degree in Quantity Surveying and at least two years of relevant experience.

Qualifications

• Bachelor Degree in Quantity Surveying is required.
• Minimum 2 years of relevant experience in pricing, estimation, procurement, and project management.
• Deep knowledge of 2D and 3D AUTOCAD and awareness of market trends in construction costs.

Responsibilities

Job description

Tender&Contract

• Manage to handle overall scope and process of tender from pre-tender to post-tender for projects solely without any support from others ;
• Provide advice to project staff as well as junior quantity surveyor team on commercial and contractual matters including reviewing and drafting of correspondence whensoever required;
• Responsible for pre and post-tender clarifications;
• Taking off quantities, pricing and preparation of tender submission;
• Attend the tender interview and carry out tender presentations;
• Responsible for pre and post-contract documentation to ensure proper documentation of all records;
• Identify potential financial or construction risks;
• Undertake the project administration and documentation include preparation of interim valuations, pricing, and agreement of contract variations, other contracts such as piling contracts' administration tasks;
• Oversee, review contracts as well as identify irregularities in order to ensure compliance of contracts and the drawings;
• Understand contract provision thoroughly and advise the risk/areas of concern;
• To handle ongoing project and monitor all commercial information in relation to project including labour, material and subcontractor cost forecasting thus ensuring budgets adhered to
• Prepare variation order(VO) and interim valuations;
• Compile photos, inspection forms, and all relevant documents required for VOs attachment;
• Review and advise the Project Manager on the cost impact for variation of project specification;

Sourcing, Appraisal, and Selection

• Source, gather, compile quotations, comparison of quotes, review of prices, selection of competitive prices and summarizing subcontractors, materials, and equipment;
• Prepare list of bidders for procurement-bid invitations;
• Negotiated final pricing with contractors or vendor in the aspect of retention, warranty, T&C;
• Liaise and establish rapport with consultants, project team, architects, developers, purchaser

Miscellaneous

• Frequently work at site due to job needs of carrying out site measurement to assist in further accurate cost estimation and cost calculation for M&E aspects;
• Assist project manager with all work as assigned;
• Print out tax invoices for verification and endorsements;
• Receive delivery items, sub-contractor invoices for engineers and supervisors to verify when necessary;
• Attend onsite and consultant meeting to ensure that engineering specifications, quantities in tender, construction, and shop drawings are accurately reflected in cost computations;
• Provide commercial advice to the site team about all project issues and project strategy
• and provide input to area commercial discussions and review during pre-construction, construction, and post-construction stage;
• Progress monthly payments, claims, final account settlement;
• Carry out miscellaneous tasks required as part of ISO Quality Management System;
• Review and analyze company’s key performance indicators as well as mapping out improvement initiatives/actions for improvement;

6 days per week

Requirements:

• Candidate must possess at least Bachelor Degree in Quantity Surveying;
• Minimum 2 years of relevant working experience encompassing pricing, estimation, procurement, and project management
• In-depth knowledge of 2D AUTOCAD,3D AUTOCAD and have a good grasp of market updates and construction cost trend;
• Ability to handle and manage multiple large-scale projects within a stringent timeline resolve unexpected matters that may happen onsite whichsoever beyond working hours, weekend or public holiday
