Job summary

CHO SHIP MANAGEMENT PTE. LTD. seeks a QHSSE Manager to act as Management Representative and oversee the HSEMS performance. You will report to the Managing Director and coordinate with the Operation Manager to ensure safe, compliant operations across the fleet.

The role includes auditing, vessel inspections, regulatory liaison, and development of annual safety coaching and QHSSE plans to drive continuous improvement in energy, health, safety and environmental performance.

Qualifications

  • Bachelor’s degree or Deck Class CoC
  • Knowledge of ISM, ISPS, SOLAS, MARPOL and ISO standards
  • 5-7 years offshore industry experience

Responsibilities

  • Ensure HSEMS is effective, implemented, and maintained per ISO 9001/45001/14001
  • Maintain EAIA annually
  • Report to management on HSEMS performance and improvements
  • Plan and direct operations to support HSE Policy
  • Define and communicate responsibilities to enable sustainable operation
  • Maintain Register of Legal and Other Requirements and evaluate compliance
  • Maintain organizational Objectives and Targets
  • Assess general energy, health, safety and environmental awareness of staff/contractors
  • Control documents, forms and records for HSEMS
  • Coordinate monitoring and measurement
  • Manage external/internal audit programs and fleet-wide audits
  • Coordinate corrective and preventive actions
  • Coordinate management review of HSEMS
  • Develop procedures for HSE management
  • Serve as focal point for HSE issues from vessel/shore personnel
  • Provide guidance on Energy & QHSSE matters
  • Ensure training for shore/offshore personnel is ordered
  • Plan yearly shipboard safety coaching and training
  • Issue yearly QHSSE Plan
  • Ensure timely shipboard audits
  • Participate in accident/incident investigations and reviews
  • Attend charterers’ health, safety and environmental meetings
  • Be a member of HSEMS Review and Management Review team
  • Be a member of Shore Base Emergency Response Team
  • Assign roles to QHSSE/Marine Superintendent
  • Disseminate best practices on fleet-wide health, safety and environmental issues
  • Chair HSSE meetings and Ship to Shore Emergency Response Drill

Job description

The QHSSE Manager will be appointed as Management Representative (MR) and report on the performance ofthe HSEMS, including recommendations for improvement to the Managing Director,and liaises with the Operation Manager. The QHSSE Manager's functions include :

To ensure the smooth and effective safe operation of the Company’s vessels,ensuring that all safety and regulatory obligations are fully complied thecourse of delivering the most efficient and cost effective solutions to ourclients.

To carry out audits and vessel inspections to ensure the office staff and vessels’crew continuously adhere to safe work practices.

To liaise with customers on the bridging of QHSSE documents to facilitate thesatisfactory contract fulfilment to the end clients.

DUTIES AND RESPONSIBILITIES
  • Ensure that HSEMS is effective, implemented, and maintained in accordance with ISO, 90001, 45001 and ISO 14001 in accordance with the requirements of the applicable standards.
  • Maintenance of the Environmental Aspects Impact Assessment (EAIA) at least on an annual basis
  • Report to management on the performance of the HSEMS, including recommendations for improvement.
  • Plan and direct operation activities designed to support the HSE Policy; and
  • Define and communicate responsibilities and authorities in order to facilitate effective, sustainable operation management.
  • Maintain the Register of Legal and Other Requirements and evaluate compliance.
  • Maintenance of the organization’s Objectives and Targets
  • Assessment of general energy, health, safety, and environmental awareness of staff and contractors
  • Control of documents, forms, and records required by the HSEMS
  • Co-ordination of monitoring and measurement
  • Management of the external and internal audit program and monitoring the status of fleet-wide audits and action closeouts.
  • Co-ordination of corrective and preventive action
  • Co-ordination of management review/revision of the HSEMS
  • Developing procedures for HSE management system.
  • Shall be the focal point for reporting any HSE issues from vessel/shore personnel.
  • Provide support and guidance on day-to-day Energy & QHSSE matters
  • Ensure that the training required for shore and offshore personnel is in order
  • Plan the yearly shipboard safety coaching and training plan
  • Plan and issue of yearly QHSSE Plan
  • Ensure that the shipboard internal and external audits are carried out promptly.
  • Participate in accident/incident investigation and team accident/incident review.
  • Attend charterers’ health, safety, and environmental meetings and workshops
  • Member of the HSEMS Review and Management Review team
  • Member of the Shore Base Emergency Response Team
  • Assign specific roles and tasks to the QHSSE/Marine Superintendent
  • Issue and share circulars and best practices to the fleet in health, safety, security, and environmental matters
  • Chair HSSE meeting and Ship to Shore Emergency Response Drill
  • Act as Company Security Officer (CSO) and Designated Person Ashore (DPA) if designated as one
  • Ensure that the external affairs related to HSE issues are managed with appropriate liaison with the government and community, especially during crisis management.
  • Maintain integrity and reliability of EnHSE data reporting & disclose non-conformance during
  • Lead auditor in internal EnHSE & ISPS Office & Shipboard audits monthly or Adhoc HSSE meetings
  • Lead investigator for all non-compliance events supported by the operations department if they involve major and crewing incidents.
  • Conduct HSEMS familiarization to new office staff, key ship crew

QUALIFICATION:
  • Bachelor’s degree or Maritime qualifications such as a Deck Class Certificate of Competency (CoC)
  • Good understanding, knowledge and experience of ISM, ISPS, SOLAS, MARPOL, Marine Operations, ISO 9001, ISO14001, & ISO45001
  • 5-7 years experience in offshore Industry
