Job summary

The On-Site Project Manager will serve as the Consultant's primary representative in Bahrain and act as the single point of contact with the Ministry of Works.

The role will be responsible for day-to-day management, coordination, planning, stakeholder engagement, reporting, risk management and administration of the consultancy services related to the preparation of the Traffic Congestion Mitigation Strategy for the Kingdom of Bahrain.

Qualifications

  • Bachelor's Degree in Civil Engineering, Transportation Engineering, Urban Planning, Project Management, or related discipline.
  • Master's Degree in Transportation Planning, Urban Planning, Infrastructure Management, or related field preferred.

Responsibilities

Job Summary

On‑Site Project Manager serves as the Consultant's primary representative in Bahrain and act as the single point of contact with the Ministry of Works (MOW). The Project Manager will be responsible for day‑to‑day management, coordination, planning, stakeholder engagement, reporting, risk management and administration of the consultancy services related to the preparation of the Traffic Congestion Mitigation Strategy for the Kingdom of Bahrain.

The role requires leadership of a multi disciplinary team of transportation, urban planning, policy, and technology specialists while ensuring the timely delivery of all contractual deliverables, stakeholder consultations, workshops, presentations, and project management documentation.

Key Roles And Responsibilities
  • Project Leadership & Management
    • 1.1.Serve as the primary liaison between the Consultant and Ministry of Works.
    • 1.2.Coordinate the activities of all technical specialists and support staff on deliverables.
    • 1.3.Support achievement of project objectives, scope, schedule, quality requirements, and contractual obligations.
    • 1.4.Monitor progress against the approved project programme and deliverables schedule.
    • 1.5.Facilitate weekly progress meetings with MOW and key stakeholders.
    • 1.6.Prepare agendas, action trackers, and meeting minutes for all project meetings.
  • Stakeholder Engagement
    • 2.1.Coordinate consultations with government ministries and agencies, including:
      • a.Ministry of Works
      • b.Ministry of Housing and Urban Planning
      • c.Ministry of Transportation and Telecommunications
      • d.Ministry of Interior
      • e.Supreme Council for Environment
      • f.Other relevant agencies and stakeholders.
    • 2.2.Organize workshops, presentations, and stakeholder consultation sessions.
    • 2.3.Build consensus among stakeholders regarding congestion mitigation policies and implementation priorities.
    • 2.4.Support Steering Committee meetings and executive presentations.
  • Project Planning & Controls
    • 3.1.Develop and maintain:
      • a.Project Schedule
      • b.Project Scope Statement
      • c.Communication Plan
      • d.Resource Plan
      • e.RACI Matrix
      • f.Risk Register
      • g.Issue Register
      • h.Change Register
      • i.Monthly Status Reports
    • 3.2.Track project performance using project management best practices and MOW PMS requirements.
    • 3.3.Ensure proactive management of project risks, issues, and changes.
    • 3.4.Support Lead consultant on internal meetings/discussions.
  • Deliverables Management
    • 4.1.Coordinate preparation and timely submission of:
      • a.Draft Congestion Mitigation Strategy Report
      • b.Final Report
      • c.Monthly Progress Reports
      • d.Stakeholder Workshop Materials
      • e.Technical Notes and Working Papers
    • 4.2.Conduct quality reviews of all reports before submission.
    • 4.3.Manage incorporation of client comments and stakeholder feedback.
  • Quality Assurance
    • 5.1.Implement project quality management procedures.
    • 5.2.Ensure compliance with MOW Project Management System requirements.
    • 5.3.Monitor adherence to approved methodologies, schedules, and deliverable standards.
    • 5.4.Maintain document control and version management.
  • Contract Administration
    • 6.1.Monitor consultant resource deployment.
    • 6.2.Manage correspondence, approvals, and official communications with the client.
Job Requirements & Qualifications
  • Education
    • 1.1.Bachelor's Degree in Civil Engineering, Transportation Engineering, Urban Planning, Project Management, or related discipline.
    • 1.2.Master's Degree in Transportation Planning, Urban Planning, Infrastructure Management, or related field preferred.
  • Professional Certifications (Preferred)
    • 2.1.PMP (Project Management Professional)
    • 2.2.PRINCE2 Practitioner
    • 2.3.Chartered Engineer (CEng), PE, or equivalent professional registration
  • Experience Requirements
    • 3.1.Minimum 15 years of professional experience in infrastructure, transportation, urban planning, or strategic consultancy projects.
    • 3.2.Minimum 10 years of project management experience.
    • 3.3.Proven experience managing multi-disciplinary consultancy assignments.
    • 3.4.Experience in GCC or Middle East transportation and urban planning projects preferred.
    • 3.5.Demonstrated experience coordinating with government authorities and senior stakeholders.
    • 3.6.Experience in strategy development, transportation planning, mobility studies, or infrastructure master planning projects.
