QUANTUM AUTOMATION PTE LTD in Singapore seeks a project engineer with 5+ years of ELV/SEC experience to lead project lifecycles, planning, cost estimation, and execution across multiple sites. You will coordinate with engineers, vendors, and clients to ensure timely delivery and compliance with ISO standards.

• Diploma/degree in Electrical and Electronic Engineering.
• Experience with ELV/SEC (Card access/CCTV/AV systems/ISMS/Structured cabling).

Responsibilities

• Plan, monitor, and control project life cycles to ensure on-time delivery and budget adherence.
• Plan quality control; address issues and changes to meet governance and standards.
• Lead project planning, scheduling, cost estimation, WBS creation, and timelines.
• Monitor site progress, identify delays, and implement preventive/remedial actions; ensure safety compliance.
• Conduct weekly project meetings and submit minutes of meetings to directors/executives/clients.
• Prepare cost estimates, monitor progress claims, interim certificates, and payment responses.
• Coordinate with engineers, suppliers, external parties, and customers; discuss procedures, scope and sequencing.
• Ensure FAT, testing, training, and handover are completed on time; train engineers and supervisors on procedures.
• Monitor and control project cash flow and stock; manage variation orders and quotations.

Job Description

• 1. Review sales handover budget to project department with reference to standards in compliance with the company policies, statutory requirements and contract specifications.
• 2. Ensure project life cycle operation within budget and accordance to ISO set out.
• 3. Monitor and guide engineer on project life cycle implementation from time to time including:
  • i) Project Planning & Scheduling, preparation and monitoring.
  • a.Outlines the project goals, deliverables, tasks, and sets the acceptance criteria.
  • b.Identifies thenecessary personnel, vendors, and tools
  • c.Develops detailed financial estimates, Work Breakdown Structures (WBS), and timelines (e.g., using MS Project) or similar Project Management Tools.
  • d.Plan Quality Control: Acts as an internal quality control check, ensuring deliverables meet stage-gate and organizational standards.
  • e.Plan Issue Resolution: Navigates complex roadblocks, resolves team conflicts, and handles change requests.
  • f.Plan Status Reporting: Develops and delivers progress metrics and reports to management& executives, and clients.
  • ii) Project submission (Documents & Drawing) progress.
  • iii) Material procurement process.
  • iv) Variation work quotation submission.
  • v) System implementation design.
• 4.Monitor site progress to ensure in line with project schedule. Identify potential or actual causes of delay and take preventive or remedial actions. Monitor compliance with Workplace Safety and Health (WSQ) policies and practices.
• 5.Conduct weekly project meetings with the project team and submit MOM to the project director.
• 6.Prepare cost estimates and monitor progress claim, interim certificate and issue payment response.
• 7. Review submission of internal submission including Material requisition, weekly labor report, staff claims, forecast and etc.
• 8. Attending commercial & technical meeting, Coordinate and work with stakeholders, external parties and customers.
• 9. Coordinate with the engineering team to discuss work procedures, scope, scheduling, work sequence. Ensure all the FAT, testing and commissioning, training, and handover projects on time.
• 10. Provide guidance and training to the engineers and supervisors and ensure they follow company procedures, rules, and regulations to perform their duties.
• 11. Monitor and control project activities to ensure the project is completed on schedule and within budget. Identify potential or actual causes of delay and take preventive or remedial actions
• 12. Ensure all the equipment procurement and delivery to the site within the schedule.
• 13. Ensure all the Variation Orders and Quotations are submitted on time to obtain the approval for the assessment of the Variation Order and submit the claim accordingly.
• 14. Submit the weekly progress report, quarterly forecast revenue, and half-yearly budget review.
• 15.Develop project schedules in compliance with customer requirements, deadlines and/or milestones; develop mechanisms to track schedule progress in the field.
• 16.Manage project cash flow to ensure positive cash flow and stock control.
• 17. Ensure all the payment responses are received on time and no overdue payment from the main contractor/client.
• 18. As and when to take on new assignments.

Key Requirements

• Diploma / Degree in Electrical and Electronic Engineering.
• Experience in ELV/SEC (Card access/ CCTV/ AV system/ ISMS/ Structure cabling & Etc)
• Min with 5 years' experience.
• Familiar on Integration with third party, network configuration Experience in Cyber security documentation/ Implementation.
