Job summary

Hanwha Ocean EPU is seeking a Project HSE Manager to lead health, safety, environment, and emergency response across complex offshore and onshore projects. The role begins in an office setting and moves to sites as needed, ensuring a safe workplace and compliance with all laws and contract requirements.

You will manage site HSE Leads, drive cultural HSE initiatives, and oversee budget, contracts, and governance reviews while collaborating with project leadership and external authorities.

Qualifications

  • Bachelor’s degree in HSE, engineering, or related field preferred; associate’s considered with additional experience.
  • Experience leading onsite and remote HSE teams.
  • Proficient in HSE systems, procedures, and regulations.
  • 5–8 years of relevant HSE experience in EPC, yard, construction, commissioning, or industrial environments.
  • Familiarity with ISO 45001, ISO 14001, IOGP, OSHA, project HSE documentation requirements.

Responsibilities

  • Lead overall HSE governance for major, multi-yard, or high-risk project scopes and ensure robust deployment of strategy, standards, and assurance activities.
  • Own project HSE management plans, audit programs, critical risk registers, emergency preparedness, and escalation protocols across the lifecycle.
  • Act as the primary HSE interface with project leadership, clients, authorities, and external assurance bodies on critical issues.
  • Direct contractor and subcontractor HSE performance management, prequalification, intervention planning, and governance reviews.
  • Review and approve project HSE plans, risk assessments, method statements, and permits for high-risk activities.
  • Lead serious incident investigations, root-cause analysis quality reviews, and verification of systemic corrective actions.
  • Establish KPI dashboards, analyze trends, and drive targeted performance improvement initiatives across sites and work fronts.
  • Coach HSE managers, specialists, and field safety teams and capture lessons learned for cross-project improvement.
  • Oversee HSE efforts at all project stages by forming and managing teams, ensuring effective office-to-site collaboration.
  • Develop, implement, and continually improve project-specific HSE procedures, aligning with corporate policies and contract requirements.
  • Lead the project’s cultural HSE program to align with company processes and goals.
  • Identify and address workplace safety risks across all sites.
  • Travel to office or project locations in Europe, Asia, and South America as needed to support HSE operations.

Position Overview

The Project HSE Manager acts as the expert on health, safety, environment (HSE), security, and emergency response matters for their assigned project. Starting in an office setting before transitioning to the site as needed, this role ensures a safe workplace free of injuries and incidents by upholding all relevant laws, regulations, and contract requirements. The manager also works to build employee skills in HSE and drives leadership within the project team.

Managing projects with multiple sites, the HSE Project Manager leads and coordinates with site HSE Leads, officers, and influencers. Collaboration with Hanwha Site HSE teams is essential to meet both project and client requirements and to maintain high standards for all HSE initiatives. Major responsibilities include cultivating a strong HSE culture, working closely with site teams, and training project staff. The manager oversees contract compliance, controls budgets, and connects with Project HSE Site Leads across different locations. Reporting lines include the Project Director and the Head of Health Safety and Environment.

  • Self-motivated, proactive, able to work under pressure, meet deadlines, and travelling as needed.
  • Proficient in AI tools and Microsoft Office (Word, Excel, PowerPoint).
  • Bachelor degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
  • 5~8 years of relevant HSE experience in EPC, yard, construction, commissioning, or industrial environments.
  • Strong capability in risk assessment, audit support, incident investigation, HSE analytics, and assurance activities.
  • Familiarity with ISO 45001, ISO 14001, KOSHA, OSHA, IOGP, and project HSE documentation requirements.
  • Strong analytical, reporting, and cross-functional communication skills.
  • Preferred Qualifications:
  • Experience supporting tender or pre-qualification HSE inputs and contractor or vendor HSE reviews.
  • ISO 4501/14001 auditor qualification, NEBOSH IGC, ASP, or equivalent certification preferred.
