Job summary

LEONG CW & ASSOCIATES PTE. LTD. is seeking an M&E Engineer/Project Executive to prepare and execute mechanical and electrical system designs for building projects.

The role involves managing tender processes, coordinating with clients and consultants, and overseeing site supervision to ensure regulatory compliance. You will perform design calculations, produce tender drawings, participate in site show-rounds and audits, and liaise with authorities to secure necessary approvals.

Qualifications

• Diploma or degree in Mechanical or Electrical Engineering.
• 2–3 years of design, supervision and implementation experience in construction projects.
• Proficiency in AutoCAD and BIM modeling software.

Responsibilities

• Prepare conceptual designs for M&E systems in building projects.
• Perform design calculations to validate system performance and compliance.
• Develop tender specifications and detailed breakdowns for M&E services.
• Produce detailed design drawings for tender submissions and authority approvals.
• Conduct tender site show-rounds, interviews and clarifications for vendor selection.
• Evaluate tenders and prepare tender evaluation reports.
• Attend technical and progress meetings with clients, architects, consultants, and contractors.
• Review shop drawings and calculations to verify design intent.
• Assess contractor progress claims and follow up for payments.
• Manage on-site project execution and address subcontractor non-conformities.
• Coordinate with authorities for submissions and clearances.
• Witness testing and commissioning of M&E systems.

M&E Engineer/ Project Executive

Job Summary

Prepare and execute mechanical and electrical system designs for building projects. Manage tender processes, coordinate with stakeholders, oversee site supervision, and ensure compliance with statutory and project requirements.

Responsibilities

• Prepare conceptual designs for Mechanical and Electrical systems in building projects to meet client and regulatory specifications
• Perform design calculations to validate system performance and compliance
• Develop tender specifications and detailed breakdowns for M&E services to support procurement
• Produce detailed design drawings for tender submissions and authority approvals
• Conduct and participate in tender site show-rounds, interviews, and clarifications to facilitate vendor selection
• Evaluate tenders and prepare comprehensive tender evaluation reports to inform decision-making
• Attend technical and progress meetings with clients, architects, consultants, and contractors to ensure project alignment
• Review contractor shop drawings, calculations, and as-built drawings to verify compliance with design intent
• Assess contractor progress claims and follow up to issue certifications for payment approvals
• Manage project execution on-site, identifying and addressing any subcontractor non-conformities
• Liaise with clients, consultants, and contractors to fulfill authority submission requirements and coordinate submissions
• Conduct and witness testing and commissioning of Mechanical and Electrical systems to ensure operational readiness
• Attend Regular Inspection (RI) and authority inspections to secure necessary approvals
• Coordinate with authorities to obtain required clearances for project progression

Required competencies and certifications

• Diploma or Degree in Mechanical or Electrical Engineering
• 2 to 3 years of experience in design, supervision, and implementation of construction projects
• Knowledge of design principles, building projects, and relevant codes of practice
• Proficiency in AutoCAD and BIM modeling software
• Understanding of construction work processes related to M&E systems

Preferred competencies and qualifications

• Experience in engineering consultancy or construction industry environments
• Ability to multi-task and perform effectively in a fast-paced construction project setting
