Job summary

Hanwha Ocean EPU in Singapore is seeking a seasoned Project Control Manager to lead planning, scheduling, cost control, and reporting across FPSO and offshore/onshore projects. You will drive performance, set control processes, and ensure alignment with contracts and company goals.

Ideal candidates bring 12–18 years of project controls experience in FPSO/offshore EPC/EPCI, strong leadership, and fluent English.

Position Overview

The Project Control Manager is responsible for leading project control activities including planning, scheduling, cost control, and reporting across multiple projects to ensure effective project execution in offshore and onshore plant projects. This role drives project performance management, establishes control processes, and ensures alignment with contractual, commercial, and organizational objectives.

The position supports disciplined project execution by integrating planning, engineering, procurement, construction, commissioning, cost, reporting, and compliance requirements into a structured delivery framework. It is expected to maintain visibility of project priorities, manage interfaces across functions, and provide timely information for decision-making so that schedule, budget, and contractual commitments remain aligned throughout the project lifecycle.

At this level, the role manages defined scopes, teams, or operational processes with accountability for execution performance, issue resolution, and stakeholder alignment. The position is expected to balance delivery requirements, governance expectations, and people coordination while maintaining reliable communication, reporting, and follow-through.

• Lead Project Controls function for FPSO projects, overseeing planning, scheduling, cost control, progress measurement, forecasting, risk management, and performance reporting throughout the project lifecycle
• Ensure development, integration, and maintenance of project schedules, budgets, and forecasts.
• Monitor project performance in terms of cost, schedule, and progress, identifying deviations and driving corrective actions.
• Lead change control processes including evaluation and management of scope, cost, and schedule impacts.
• Coordinate with project managers, engineering, procurement, construction, and finance teams to ensure alignment of project control activities.
• Ensure accuracy, consistency, and integrity of project control data, reports, and KPIs.
• Lead risk and opportunity management processes through analysis of project performance data.
• Review and present periodic reports including weekly and monthly project performance reports to senior stakeholders.
• Ensure compliance with contractual requirements, company policies, and project control standards.
• Support continuous improvement of project control systems, processes, and tools.

Qualification

• Minimum 12-18 years of experience in Project Controls, including planning, cost control, scheduling, estimating, and performance management within FPSO, offshore oil & gas, EPC/EPCI, or major capital projects.
• Demonstrated experience managing the full project controls function on large-scale FPSO developments, offshore facilities, topsides, or complex brownfield/greenfield projects.
• Strong expertise in integrated project planning, schedule management, cost control, progress measurement, risk management, change management, and project performance reporting.
• Extensive experience in managing project budgets, forecasting, and financial performance.
• Proven experience in leading change management, cost/schedule impact assessment, and performance optimization initiatives.
• Experience supporting projects through FEED, detailed engineering, procurement, fabrication, integration, offshore commissioning, and start-up phases.
• Experience working in a matrix organization and project-based business environment.
• Demonstrated ability to lead project control teams and influence cross-functional coordination.
• Strong analytical and strategic thinking skills with the ability to provide decision-making insights.
• Fluent English communication skills required; additional language capability is preferred.
