Job summary

Hanwha Ocean EPU in Singapore seeks a Lead Cost Controller to drive budgeting, forecasting and financial reporting across FPSO projects. You will implement cost control strategies, safeguard financial performance and provide timely analysis to support decisions.

You will integrate planning, engineering, procurement, construction and commissioning into a structured delivery framework, coordinate across multi-location teams, and ensure schedule and cost alignment throughout the project lifecycle.

Qualifications

• 10-15 years of planning and scheduling experience, with at least 5 years in a Lead Planner or Senior Planner role within EPC/EPCI project environments.
• Experience in FPSO, offshore oil & gas, floating production facilities, offshore platforms, or major capital projects.
• Proven experience in developing, maintaining, and managing integrated project schedules covering engineering, procurement, construction, integration, commissioning, and offshore execution phases.
• Strong knowledge of project planning, scheduling methodologies, progress measurement systems, critical path analysis, forecasting, and schedule risk management.
• Proficient in planning and scheduling software such as Primavera P6, Microsoft Project, and related reporting tools.
• Experience establishing project baselines, monitoring progress, analyzing schedule variances, and developing recovery plans to mitigate project delays.
• Demonstrated ability to coordinate planning activities across multidisciplinary teams including engineering, procurement, construction, commissioning, vendors, subcontractors, and client representatives.
• Experience working within complex matrix organizations and multi-location project execution environments involving fabrication yards, integration sites, and offshore operations.
• Strong analytical, communication, and stakeholder management skills, with the ability to present schedule status, risks, and recommendations to project management and clients.
• Experience conducting schedule risk assessments, what-if analyses, and forecasting project completion dates.
• Fluent English communication skills, both written and verbal; additional language capabilities are advantageous.

Responsibilities

• Lead and oversee all project planning, scheduling, progress measurement, and reporting activities across FPSO topside, hull, integration, and offshore execution phases.
• Establish and manage project budgets, forecasts, and cost reporting frameworks.
• Analyze cost performance and identify variances between actual and planned costs, providing strategic recommendations to management.
• Lead schedule change management processes by evaluating the planning and schedule impacts of engineering, procurement, construction, commissioning, and project changes.
• Coordinate closely with project management, engineering, procurement, construction, commissioning, and subcontractor teams to ensure schedule alignment.
• Monitor cost trends, risks, and opportunities to support project financial performance.
• Develop and improve cost control systems, tools, and procedures.
• Review and present periodic cost reports including weekly and monthly reports to senior management.
• Support project decision-making by providing financial insights and analysis.
• Ensure compliance with company procedures, project requirements, and cost control standards.

Position Overview

The Lead Cost Controller is responsible for leading and managing all project cost control activities to ensure effective budgeting, cost monitoring, forecasting, and financial reporting throughout the FPSO project lifecycle. This role establishes and implements cost control strategies, safeguards project financial performance, and provides timely financial analysis and strategic insights to support decision-making while ensuring alignment with project objectives, contractual requirements, and company goals.

The position supports disciplined project execution by integrating planning, engineering, procurement, construction, commissioning, cost, reporting, and compliance requirements into a structured delivery framework. It is expected to maintain visibility of project priorities, manage interfaces across functions, and provide timely information for decision-making so that schedule, budget, and contractual commitments remain aligned throughout the project lifecycle.

At this level, the role independently executes assigned activities, coordinates interfaces, and supports timely completion of deliverables while applying established procedures and professional judgment. The position is expected to contribute practical solutions, maintain document and data quality, and support continuous improvement through disciplined execution and active collaboration.
