Job summary

GovTech Singapore is seeking a candidate to lead the digital transformation initiatives across the public sector. This role involves strategic thinking, stakeholder management, and the ability to craft actionable plans to enhance the government's digital capabilities.

GovTech is the lead agency driving Singapore’s Smart Nation initiatives and public sector digital transformation. As the Centre of Excellence for Infocomm Technology and Smart Systems (ICT & SS), GovTech develops the Singapore Government’s capabilities in Data Science & Artificial Intelligence, Application Development, Smart City Technology, Digital Infrastructure, and Cybersecurity. Responsibilities

• Strategic Architect & Change Catalyst: Transform ambiguous executive visions into strategies and craft them into actionable roadmaps that drive nationwide digital transformation.
• Programme Orchestrator for Nation-Scale Initiatives: Lead strategic orchestration of key digital transformation programmes (e.g., CIO Teams of the Future, Ministry Family Digitalisation Plan) with visibility across the public sector ecosystem.
• Cross-Government Collaboration Architect: Design and execute strategic frameworks uniting government agencies; orchestrate cross-divisional planning and identify synergies that amplify transformation impact.
• Digital Transformation Strategist & Advisor: Define success metrics through OKRs, architect workforce transformation strategies, and chart ambitious yet realistic pathways for digital government.
• Leadership Development Champion: Mentor high-potential Managers and Senior Managers; build SPO's capability pipeline and guide strategic thinking and initiative execution.
• Senior Stakeholder Influencer & Alliance Builder: Engage with senior digital leaders (Cluster Directors and CIOs) to co-create strategies and secure buy-in for cross-agency initiatives.

What we are looking for

Required Competencies

• Strategic Thinking: High-level, analytical mindset to synthesize information, anticipate implications, organise work, clarify accountabilities, and guide strategies and initiatives.
• Stakeholder Management: Ability to identify, engage, and build relationships with key stakeholders; facilitate discussions to foster alignment and collaboration.
• Effective Communication: Clear written and verbal communication, ability to articulate complex ideas and deliver impactful presentations.
• Collaboration: Ability to work across divisions and multidisciplinary teams to drive unified efforts.
• Leadership & Programme Oversight: Experience in managing a programme office, coordinating workstreams, and coaching staff.
• Digital Transformation Experience: Understanding of digital transformation challenges, including technology adoption and workforce capability development.

Qualifications

• Experience: At least 4 years in strategy, planning and/or digital transformation, ideally with exposure to public-sector transformation or enterprise change.
