Job summary

Public Service Division in Singapore is seeking a senior Product Manager to lead the strategic Learning & Skills capabilities across Institutes of Higher Learning. Transitioning from a project-based model to a product-centric approach, you will focus on delivering continuous value, scalability and sector outcomes.

You will own the product portfolio, drive alignment with sector priorities, define metrics and manage the lifecycle end-to-end, including legacy-to-future-state transitions.

Qualifications

• Ten years of experience in product management, digital transformation, or related leadership roles.
• Experience leading large-scale digital products across multiple stakeholder groups.
• Strong strategic thinking and stakeholder management capabilities.
• Experience in Continuing Education and Training (CET) or education technology is a plus.

• Ensure delivery of product capabilities is aligned with product strategy and sector priorities.

• Define and track product success metrics.
• Work closely with the Enterprise Architect to ensure alignment between product strategy and system design.
• Own the full product lifecycle.
• Oversee transition from legacy systems to future-state capabilities.

[What we are looking for]

• Qualifications in Information Technology, Computer Science, Business, Education, Engineering or a related discipline.
• At least 10 years of relevant experience in product management, digital transformation, enterprise systems, programme leadership or related fields.
• Demonstrated experience leading large-scale digital products, platforms or transformation initiatives involving multiple stakeholder groups.
• Strong strategic thinking, stakeholder management and decision-making capabilities.
• Experience in Continuing Education and Training (CET), lifelong learning, education technology or related domains will be an advantage.
