Job summary

URA Urban Redevelopment Authority in Singapore invites a procurement professional to join on a 2-year contract, with an initial 1-year term and a renewal option based on performance. You will partner with line departments to ensure compliant procurement and value-for-money outcomes.

You will review submissions, advise on sourcing documentation and strategies, and help strengthen processes for efficiency and best-practice alignment. Data analytics and training duties may be assigned as required.

Qualifications

• Tertiary qualification in any discipline.
• Minimum 3 years of working experience in procurement.
• Good understanding of Government Procurement and GeBIZ is advantageous.
• Strong critical thinking, resourceful and meticulous, with the ability to multitask and work under pressure.
• Able to work independently as well as in a team in a fast-paced environment.
• Good interpersonal, communication, analytical and writing skills.

Responsibilities

• Serve as a strategic partner to line departments, providing guidance on procurement rules, policies and processes to ensure compliance and optimal procurement outcomes.
• Examine procurement submissions including expenditure papers and award recommendation reports, and provide professional advice on the preparation of sourcing documentation such as specifications, appropriate procurement strategies, and evaluation criteria to achieve value for money.
• Review and strengthen internal procurement processes to drive operational efficiency, enhance compliance frameworks, and ensure alignment with best practices.
• Undertake additional responsibilities including data analytics, automation projects, and staff training on procurement, as needed.
