Job summary

SOLID M&Z PTE. LTD. in Singapore is seeking a Procurement Officer to support EPC project execution by managing end-to-end procurement activities, ensuring timely sourcing, cost efficiency, and compliance with project and contractual requirements.

You will procure construction materials, equipment, and services, prepare RFQs, source subcontractors, and coordinate with users, tenderers, and internal teams. Strong negotiation and contract administration skills are essential.

Qualifications

• Diploma or Degree in Mechanical Engineering, Quantity Surveying, Supply Chain Management, Business, or related disciplines.
• Minimum 3 years of procurement experience in construction or EPC projects.
• Preferably with water & wastewater or waste-to-energy industry exposure.
• Strong understanding of procurement processes, purchasing practices and contract administration.

Responsibilities

• Procurement of construction material, equipment, hardware, services for EPC projects/tenders.
• Prepare RFQ/Open Tender documents and liaise with end users.
• Source tenders/subcontractors and invite RFQs; coordinate RFQ questions.
• Negotiation of price and terms; process purchase requests and variations.
• Assist in subcontract, works order and purchase order administration.
• Expedite deliveries and manage supplier delays; handle payment claims.

Job Summary:

The Procurement Officer will support EPC project execution by managing end-to-end procurement activities, ensuring timely sourcing, cost efficiency, and compliance with project and contractual requirements.

Job Description

• Procurement of construction material, equipment, hardware, services, etc for EPC project / tender
• Liaise with end users to prepare document for Request for Quotation (RFQ) or Open Tender
• Source potential tenderers/subcontractors and send out invitation for RFQs
• Coordinate queries and clarifications between tenderers and users during RFQ stage
• Price comparison and reviewing of compliance sheet
• Coordinate post-tender interviews between tenderers, construction team, QS team and contracts team.
• Price and terms negotiation
• Prepare and process purchase request/ tender recommendation / variation orders/ site instructions
• Compile and prepare subcontract
• Assist QS manager and contracts manager with matters relevant to Sub-Contract, Works Order and Purchase Order.
• Expediting delivery of Goods and Services, Manage supplier delay
• Assist contracts team in administration of subcontracts
• Handle payment claim received from vendors, process and issue payment certification
• Handle commercial issues with vendors
• Coordination with engineering and site team as well as external vendors
• Any other adhoc tasks assigned by QS Manager / Contracts Manager

Requirements

• Diploma or Degree in Mechanical Engineering, Quantity Surveying, Supply Chain Management, Business, or related disciplines.
• Minimum 3 years of procurement experience in construction or EPC projects.
• Preferably with experience in water & wastewater or waste-to-energy industries.
• Knowledge of mechanical works (e.g., fabrication, piping) is an advantage.
• Strong understanding of procurement processes, purchasing practices, and contract administration.
• Ability to interpret technical drawings and specifications.
• Good knowledge of construction materials, equipment, and industry practices.
• Excellent coordination, negotiation, and communication skills.
• Proficient in Microsoft Office applications (Excel, Word, PowerPoint).
