Job summary

Sheffield Energy Pte. Ltd. seeks a Senior Procurement Engineer to drive supplier strategies for major EPC projects in energy sectors. You will shape procurement plans, lead bid evaluations, and negotiate favorable terms with key vendors.

The role requires at least five years of experience in procurement within EPC, energy, oil & gas or marine sectors, plus strong ERP / SAP experience and cross-functional collaboration.

Qualifications

• Bachelor’s degree in a related discipline.
• Minimum 5 years procurement experience in EPC, energy, oil & gas, marine or construction projects.
• Strong knowledge of RFQ, bid evaluations, contract negotiation, PO management, and supplier performance monitoring.
• Excellent analytical, negotiation, and stakeholder management skills for coordinating with multiple teams.
• Proficient with MS Office and ERP/procurement systems (SAP, Oracle, IFS) with strong data reporting.

Responsibilities

• Develop and implement procurement strategies aligned with schedules and budgets.
• Prepare, issue, and evaluate RFQs, TBEs, and CBEs.
• Negotiate terms with suppliers to optimize commercial outcomes.
• Coordinate with engineering and QA/QC to ensure material compliance.
• Manage full procurement cycle: PO issuance, expediting, inspection, delivery, and docs.
• Monitor supplier performance and adherence to specs and schedules.
• Ensure compliance with company procedures and ethics policies.
• Provide procurement status reports and flag risks to management.
• Mentor junior staff and support process improvements.

Job description

On behalf of our client, we are seeking qualified candidates for the role of Senior Procurement Engineer.

Job Responsibilities:

• Develop and implement procurement strategies for assigned packages in line with project schedules and budgets.
• Prepare, issue, and evaluate Request for Quotations (RFQs), Technical Bid Evaluations (TBE), and Commercial Bid Evaluations (CBE).
• Negotiate with suppliers to achieve optimal commercial and contractual terms.
• Coordinate with engineering and QA/QC departments to ensure technical compliance of procured materials and equipment.
• Manage the full procurement cycle — from bid clarification, purchase order issuance, expediting, inspection coordination, to final delivery and documentation.
• Monitor supplier performance and ensure adherence to project specifications, delivery schedules, and quality requirements.
• Ensure all procurement activities comply with company procedures, ethics policies, and project requirements.
• Prepare regular procurement status reports and highlight critical issues or risks to management.
• Support vendor qualification, pre-award meetings, kick-off meetings, and post-award follow-ups.
• Mentor junior procurement staff and contribute to continuous process improvement initiatives.

Requirements:

• Bachelor’s Degree in Supply Chain Management, Business, Engineering, Procurement, or a related discipline.
• Minimum 5 years of procurement experience, preferably in EPC, engineering, energy, oil & gas, marine, construction, or industrial projects.
• Strong knowledge of procurement processes and commercial practices, including RFQ preparation, bid evaluation (technical and commercial), contract negotiation, purchase order management, and supplier performance monitoring.
• Excellent analytical, negotiation, and stakeholder management skills with the ability to coordinate effectively with engineering, QA/QC, project teams, suppliers, and subcontractors.
• Proficient in Microsoft Office applications and ERP/procurement systems (e.g., SAP, Oracle, IFS, or equivalent), with strong reporting and data management capabilities.
