Job summary

ICF International is seeking an experienced Procurement Manager to lead and strengthen procurement and supply chain operations for marine interior fit-out projects. The role oversees strategic sourcing, supplier management, purchasing, logistics, inventory and warehousing, coordinating with Management and cross-functional teams to meet project requirements.

The ideal candidate has 8+ years in procurement, with 3+ years in leadership, and strong negotiation, budgeting and risk-management skills.

Qualifications

• Bachelor’s degree or equivalent in a related field.
• At least 8 years of experience in procurement, sourcing, logistics or inventory management.
• At least 3 years of experience leading a procurement or supply chain team.
• Strong experience in supplier sourcing, contract negotiation and supplier performance management.
• Budgeting, cost optimisation and risk management knowledge.

Responsibilities

• Develop and implement procurement and supply chain strategies aligned with project requirements.
• Lead strategic sourcing, supplier selection, tender evaluation and high-value purchasing.
• Negotiate commercial terms, pricing, delivery schedules and supplier agreements.
• Build and maintain a reliable supplier network for local and international sourcing.
• Oversee purchasing, logistics, inventory control, warehousing and material planning.
• Monitor purchase commitments, budgets, delivery schedules and inventory levels.
• Collaborate with project teams to understand technical specs and schedules.
• Evaluate supplier performance on quality, cost, delivery, service and compliance.
• Identify supply chain risks and develop contingency and business continuity plans.
• Drive cost-saving and value engineering initiatives without compromising quality.
• Improve procurement processes through ERP utilisation, analytics and digital tools.
• Ensure supplier compliance with quality, safety, environmental and technical requirements.
• Establish departmental KPIs and provide regular reports to Management.
• Lead, coach and develop the Procurement and Supply Chain team.

REQUIREMENTS

Essential:

Bachelor’s degree in Supply Chain Management, Logistics, Business Administration, Engineering or a related discipline.

At least 8 years of relevant experience in procurement, strategic sourcing, supply chain, logistics or inventory management.

At least 3 years of experience leading a procurement or supply chain team.

• Strong experience in supplier sourcing, commercial evaluation, contract negotiation and supplier performance management.

• Sound knowledge of budgeting, cost optimisation, inventory planning and supply chain risk management.

• Ability to interpret technical drawings, specifications, Bills of Quantities and project schedules.

• Strong analytical, negotiation, leadership and stakeholder-management skills.

• ProficiencyinMicrosoftExcelandERPordigitalprocurementsystems.

Preferred:

• Experienceinmarineinteriors,shipbuilding,offshore,construction,M&Eorinteriorfit-outprocurement.

• Familiaritywithproductssuchasmarinewallandceilingpanels,doors,insulation,flooring,furniture,sanitaryfittings,lighting,HVACcomponents,pipingmaterialsandinstallationconsumables.

• Knowledgeofproductcertification,technicalcompliance,internationalsourcing,Incotermsanddeliverytoshipyardsorprojectsites.
