The National Environment Agency (NEA) in Singapore seeks a procurement professional to uphold governance across the procurement value-chain. You will lead a team, develop category strategies, and provide guidance to users to optimise spend while ensuring compliance with government policies.

You will review tenders, evaluations and post-award contracts to ensure fairness, value for money and transparency, while driving process improvements and stronger governance across NEA’s procurement

Formación

• At least 3–5 years of government procurement experience.
• Knowledge of IM (Procurement), IM (Revenue), Gebiz and Gebiz Management Console (GMC).
• Analytical, writing and presentation abilities.
• Detail oriented, performance driven, able to meet tight deadlines.
• Able to work well as a team player or individually.

Responsabilidades

• Provide leadership to a team of procurement officers to develop category strategies and engage users to identify aggregations or other procurement levers.
• Develop category strategies through spend analysis and drive strategic sourcing with users to address their procurement needs.
• Provide procurement advice to users on all stages of the procurement cycle.
• Review tender/quotation documents to ensure compliance with IM (Procurement) and NEA policies and guidelines and optimise spending.
• Review tender/quotation evaluations to ensure value for money, fairness and transparency.
• Review post-award contract documents to ensure proper contract management and governance.
• Improve outreach and facilitate dialogue among procurement community and users in NEA.
• Improve procurement processes, systems, and governance framework to optimise expenditure and operational efficiency.
