Job summary

The National Environment Agency in Singapore is seeking a seasoned Procurement Specialist to join the Procurement and Administration Services Division (PASD). You will help implement digital procurement solutions and strengthen governance across the procurement value chain.

You will work with internal and external stakeholders to optimise policies, processes and systems, deliver data-driven insights, and build procurement capability through knowledge transfer and training.

Qualifications

• At least 4 to 6 years of experience in government procurement.
• Experience in procurement systems, digitalisation and/or process improvement.
• Familiarity with the IM on Procurement, GeBIZ and GMC is preferred.
• Proficient in Microsoft Office and data visualisation tools.
• Strong analytical, interpersonal and communication skills (writing and presentation).
• Ability to manage multiple priorities and stakeholders under tight timelines.

Responsibilities

• Identify business needs and develop and implement digital solutions, including leveraging data and analytics to support procurement insights and process improvements.
• Administer and enhance existing procurement systems to meet evolving operational requirements and policy updates.
• Collaborate with internal and external stakeholders to develop, implement and facilitate the adoption of new procurement systems.
• Conduct procurement policy, process and system reviews to improve operational efficiency while ensuring governance and compliance with the Instruction Manual (IM) on Procurement.
• Provide procurement advice to procurement teams across all stages of the procurement cycle.
• Conduct engagement sessions to facilitate knowledge transfer and build competencies within the NEA procurement community.
