Turner Townsend in Singapore seeks an experienced Owner's Representative to oversee large-scale construction and infrastructure programmes. You will lead multiple contractors, NSCs, consultants, authorities and operators across the project lifecycle.

The role requires extensive experience in contract administration, programme governance, and stakeholder management, with a professional qualification recognised by the relevant body.

Qualifications

• Experience as Owner's Representative on large-scale projects under PSSCOC or similar.
• 20+ years in Architecture/ C&S/ M&E/ PM or QS.
• Experience administering major building or infrastructure contracts.
• Professional qualification recognised by the relevant professional body.

Responsibilities

• Act as Owner's Representative for large-scale construction programmes.
• Lead and coordinate contractors, NSCs, consultants and authorities.
• Establish governance, reporting and decision-making processes for project objectives.
• Manage interfaces to minimise disruptions and resolve conflicts.
• Oversee delivery across all phases including handover and DLP.
• Provide commercial oversight including contract administration and variations.
• Drive performance against safety, quality, programme, budget and readiness.
• Review contractor performance and mitigation plans for successful outcomes.
