Job summary

MCC Singapore is seeking a Senior Contract/Commercial Manager to lead tendering and post-award contract administration for MRT and major infrastructure projects. You will review documents, prepare pricing, and manage commercial risk across pre- and post-award stages.

Ideal candidates have 8+ years' experience in contracts and quantity surveying, with strong MRT tender experience and proficiency in Excel and QS software. Singapore-based role with client liaison and stakeholder coordination.

Qualifications

• Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, Building or related discipline.
• Minimum 8 years of relevant experience in contracts, quantity surveying or commercial management.
• Strong Singapore construction tender experience is required.
• Hands-on experience in tender preparation, pricing, cost estimation and quantity take-off.
• Experience in MRT, rail, underground works, civil engineering or major infrastructure projects is preferred.
• Previous involvement in Singapore LTA/MRT tenders is highly advantageous.
• Good knowledge of Singapore construction contracts and PSSCOC.
• Strong experience in subcontractor/supplier quotation analysis and commercial evaluation.
• Good knowledge of variations, claims, EOT, progress payments and final accounts.
• Strong commercial awareness, negotiation and contractual risk management skills.
• Proficient in Microsoft Excel and relevant QS/cost management software.
• Good communication, coordination and stakeholder management skills.

Responsibilities

• Support the Contract Manager in overall contractual and commercial management of MRT and infrastructure projects.
• Handle pre-contract tender activities for Singapore MRT/LTA and major infrastructure projects.
• Review tender documents, contract conditions, specifications, drawings and BOQ.
• Prepare tender pricing, cost estimates, quantity take-offs and commercial submissions.
• Source quotations and evaluate subcontractor and supplier proposals.
• Prepare tender clarifications, qualifications and commercial risk assessments.
• Participate in tender interviews, commercial negotiations and tender evaluation.
• Identify contractual, commercial and cost risks during the tender stage.
• Administer main contracts and subcontracts after project award.
• Prepare and manage variation orders, contractual notices, claims and EOT submissions.
• Review progress claims, payment certificates and subcontractor claims.
• Monitor project budget, cost forecast, cash flow and overall commercial performance.
• Manage subcontract procurement, contract administration and final accounts.
• Liaise with LTA/client, consultants, subcontractors, suppliers and internal project teams.
• Maintain proper contractual records and supporting documents for claims and variations.
• Assist in commercial negotiations, dispute resolution and management reporting.
