Job summary

RS RECRUITMENT AGENCY LLP is seeking an experienced contracts leader to manage all contract aspects for major infrastructure projects in Singapore. You will oversee awards, documents, cost estimation, and procurement, while leading a QS team and ensuring timely progress reporting.

The role requires strong negotiation skills, deep knowledge of sub-contracting, and the ability to defend claims and optimize budgeting across multiple projects.

Qualifications

Degree in Commercial Management or Quantity Surveying.
At least 5 years in local railway, tunnel (MRT), and infrastructure projects, with minimum 3 years in a managerial role.
Strong knowledge of market demands and pricing.
Experience in sub-contract award process.

Responsibilities

Manage all aspects of contracts, including recommending awards, preparing Letters of Award and Contract Documents, overseeing contract documentation, schedules, and cost estimation.
Lead and review quantity take-offs, comparisons, and subcontractor/supplier award processes.
Review variation order requests, defend claims, and provide contractual advice.
Monitor contracts, negotiate final account settlements, draft settlement agreements, and handle payment claims and EOT.
Establish KPIs, oversee work progress, and mentor the QS team.
