Job summary

RS RECRUITMENT AGENCY LLP is seeking a seasoned Quantity Surveying/Commercial Management professional in Singapore to manage contracts through the full lifecycle, including budgeting, take-offs, and subcontract awards. You will mentor the QS team and drive KPI-driven performance across infrastructure projects such as MRT or rail-related works.

The role requires a degree in Commercial Management/Quantity Surveying and at least 3 years in a managerial capacity, with strong pricing knowledge.

Qualifications

• Degree in Commercial Management/Quantity Surveying is required.
• Experience in local railway, MRT and infrastructure projects is expected.
• Minimum 3 years in a managerial role and strong knowledge of market pricing.

Responsibilities

• Manage contracts from award to final account, including cost estimation and budgeting.
• Lead quantity take-offs and subcontractor/supplier award processes.
• Review variation orders, defend claims, and provide contractual advice.
• Monitor contract performance and ensure timely submissions of progress claims.
• Issue sub-contracts and payment responses; liaise with project team.
• Attend progress meetings and report on procurement status.
• Establish KPIs for the QS department and mentor junior staff.

Job Description

• Manage all aspects of contracts, including recommending awards, preparing Letters of Award and Contract Documents, overseeing contract documentation, schedules, and project cost estimation, and preparing and analyzing cost comparisons to optimize project budgeting.
• Lead and review quantity take-offs, comparisons, and subcontractor/supplier award processes.
• Review variation order requests, defend claims, and provide contractual advice.
• Monitor contracts, negotiate final account settlements, draft settlement agreements, and handle additional payment claims and EOT.
• Manage the resolution of contractual claims throughout various project stages, ensuring the timely submission of Progress Claim, variations claim, and finalization of the main contract final account
• Oversee issuance of Sub-Contract and Payment Response in a timely manner.
• Attend monthly progress meeting, monitor and report status of contracts and procurement activities.
• Ensure subcontract commitments and milestones are achieved by liaising with Project Team members.
• Establishing Key Performance Indicators (KPIs), overseeing work progress, and providing mentorship, advice, and guidance to ensure optimal performance of the QS department.
