What the role is:

Skills and Workforce Development Agency (SWDA) is committed to building a quality career and employment services ecosystem that supports individuals in navigating their career journeys. We are seeking a driven and collaborative individual with strong stakeholder engagement and analytical skills to join our team.

As Manager / Senior Manager, you will work closely with SWDA's leadership to develop and strengthen the ecosystem of career and employment services partners, define and uphold quality standards for career and employment services such as career planning services, and support the development of career and employment services practitioners. You will play a key role in shaping how the ecosystem operates, identifying opportunities for collaboration, and ensuring that services delivered across the ecosystem are aligned with SWDA's vision of quality career and employment services.

What you will be working on:
Standards and Professional Development
  • Support the development of frameworks and standards that define quality career and employment services, such as career planning services, and establish clear parameters for the professional development and competency expectations of career practitioners
  • Specifically for career planning services, to
    • Design and refine pathways that support career practitioners in building and sustaining the skills, knowledge and professional practices needed to deliver quality career planning services
    • Review and assess the effectiveness of existing standards and professional development initiatives, recommending enhancements to ensure they remain relevant, rigorous and aligned with evolving workforce needs
Stakeholder Engagement and Ecosystem Development
  • Identify and engage relevant partners from intermediaries, Trade Associations and Chambers (TACs), HR service providers, and Institutes of Higher Learning (IHLs) to collectively review and strengthen the quality of career and employment services
  • Facilitate structured conversations and working sessions with ecosystem partners to surface synergies, identify gaps, and develop collaborative initiatives that enhance service delivery across the ecosystem
  • Engage internal stakeholders across SWDA to ensure alignment on ecosystem strategies, share insights from the ground, and co-develop approaches that support the broader goals of the organisation
  • Build and sustain strong relationships with a diverse range of partners, fostering a culture of shared ownership and continuous improvement in career and employment services
Tracking, Monitoring & Continuous Improvement
  • Establish and maintain a systematic approach to monitoring the service delivery of career and employment services by providers across the ecosystem, assessing quality and alignment with established standards on an ongoing basis
  • Work with relevant internal teams to develop and implement tracking frameworks, support data collection and analysis, and evaluate outcomes and impact at an ecosystem level
  • Translate findings from monitoring and evaluation into actionable insights that inform programme design, policy refinement and ecosystem development strategies
  • Gather feedback from ecosystem partners, career and employment services practitioners and service users to identify areas for improvement and drive continuous enhancement of career and employment services and professional standards
What we are looking for:
  • Relevant experience in areas such as ecosystem or partnership development, stakeholder engagement, programme management or quality assurance
  • Familiarity with the career and employment services landscape, employment ecosystem or workforce development sector in Singapore
  • Strong ability to identify synergies across diverse stakeholders and organisations, with a collaborative mindset that brings people together towards common goals
  • Creative in solutioning and able to think out of the box when navigating complex challenges or ambiguous situations
  • Strong relationship-building skills, with the ability to engage effectively with a wide range of partners
  • Analytical and detail-oriented, with the ability to interpret data and translate insights into practical recommendations
  • Clear written and verbal communication skills for engaging internal stakeholders, ecosystem partners and senior management
  • A genuine interest in career development and in enabling individuals to access quality career and employment services such as career guidance and employment support
