Job summary

A*STAR – Agency for Science, Technology and Research is hiring within the Infrastructure Strategy team to drive strategic planning, portfolio management and optimisation of infrastructure resources in Singapore.

As a core contributor, you will shape infrastructure strategy, coordinate budget planning and investment programmes, analyse space and asset utilisation, and develop governance frameworks to ensure value delivery and disciplined resource management across the organisation.

This position sits within the Infrastructure Strategy team which drives the strategic planning, portfolio management, and optimisation of A*STAR’s infrastructure capabilities and related resources.

This team works at the intersection of strategy, planning, and investment decision-making, ensuring that infrastructure is aligned with organisational priorities, anticipates future needs, and delivers maximum value from limited resources.

Job Responsibilities

As a core member of the team, you will play a pivotal role in shaping A*STAR’s infrastructure landscape. Your responsibilities include:

• Supports the development of infrastructure strategies and business cases
• Supports and coordinates infrastructure budgeting, capital expenditure and investment programmes
• Analyses opportunities to improve space/asset utilisation, value delivery, and investment outcomes
• Analyses demands and resource requirements to inform enterprise-wide infrastructure prioritisation and resource allocation decisions
• Develops and implements policies, frameworks, and governance processes to strengthen end-to-end planning, lifecycle stewardship, and resource management

Requirements

• Minimum 3 years of relevant experience in strategy, planning, portfolio management, public policy, consulting, or related fields
• Prior experience in infrastructure planning, asset management, or related domains would be advantageous
• Strong analytical and quantitative skills, with strong attention to detail and ability to translate complex data into actionable insights
• Excellent communication skills (written and verbal) and interpersonal skills
• Comfortable working in a fast-paced environment
