Job summary

The Agency for Science, Technology and Research (A*STAR) is seeking a senior strategist to shape infrastructure planning and investment decisions. The role focuses on developing long-term strategies, coordinating resource plans, and driving value realisation across infrastructure capabilities.

You will work at the intersection of strategy, planning, and optimisation to ensure alignment with organisational priorities and limited resources.

Qualifications

• Minimum 5 years of relevant experience in strategy, planning, portfolio management, public policy, consulting, or related fields
• Prior experience in infrastructure planning, asset management, or related domains would be advantageous
• Demonstrated experience leading strategic initiatives, managing complex cross-functional projects, or steering organisational planning and investment decisions
• Resourceful, and able to analyse complex issues, identify interdependencies, and translate priorities into actionable strategies and plans
• Strong analytical and problem-solving skills, with strong attention to detail and ability to translate complex data into actionable insights
• Excellent communication (verbal and written) and stakeholder engagement skills
• Able to navigate ambiguity, and work in a dynamic, fast-paced environment

Responsibilities

• Develops infrastructure strategies, investment cases, and integrated resource plans to maximise enterprise value
• Conducts environmental scanning, forecasting, and scenario planning to anticipate future capability needs and inform strategic decisions
• Leads enterprise-wide prioritisation and resource allocation decisions by evaluating competing demands, trade-offs, and investment options
• Drives portfolio optimisation and value realisation initiatives across infrastructure capabilities and investments
• Leads stakeholder engagement and drives alignment on strategic priorities and investment decisions
