Qualifications

  • Familiarity with data visualisation and analytics tools (e.g., QGIS, PowerBI).
  • Proactive team player with a passion for serving lower‑income and vulnerable families.
  • Resourceful with ability to take initiative in a dynamic environment.
  • Ability to multi‑task and manage competing priorities.

Responsibilities

  • Identify underserved or emerging needs in the community through data analysis, ground sensing and stakeholder engagement.
  • Analyse trends and identify service gaps using data and geospatial insights.
  • Conduct assessment of existing programmes and service outcomes to identify gaps and improvement areas.
  • Translate insights into and support the design and coordination of programmes and initiatives to address identified needs.
  • Build and manage partnerships with community stakeholders to mobilise resources and address identified needs.
  • Cultivate and recognise community stakeholders for their partnership through impact measurement, regular engagement and appreciation efforts.
  • Deliver programmes and partnerships in accordance with operational guidelines and track and report outcomes in a systematic way.

Job description

What the role is:

The Social Support Group (SSP) implements programmes and initiatives to support lower-income and vulnerable families so that they achieve stability, self-reliance and social mobility over time.Within the SSP, the ComLink+ Operations Branch works with Social Service Offices (SSOs) island-wide to steer and strengthen the social service ecosystem to deliver comprehensive, convenient and coordinated support for lower-income and vulnerable families.

What you will be working on:

You will develop an understanding of the needs of lower-income and vulnerable families through data, community insights and stakeholder engagement, and cultivate strong partnerships with community stakeholders (including social service agencies, volunteers, donors and corporate partners) to guide local service planning and co-create programmes and initiatives to address identified needs.

Your key responsibilities include:

What we are looking for:
  • Tertiary qualifications preferably in Social Sciences
  • At least 2 years of relevant working experience in the social service sector or in areas relating to partner engagement and impact measurement
  • Strong interpersonal and communication skills to engage and collaborate partnership across diverse internal and external stakeholders
  • Familiarity with, or willingness to pick up, data visualisation and analytics tools (e.g. QGIS, PowerBI)
  • Proactive team player with a passion for serving lower-income and vulnerable families
  • Resourceful and with the ability to exercise initiative in a dynamic work environment
  • Ability to multi-task
