Job summary

Ministry Of Social And Family Development seeks a senior communications leader to shape content and channel strategies across MSF’s digital platforms. You will oversee social listening, analytics, crisis response, and stakeholder management while guiding a high-performing team to deliver coherent narratives and measurable improvements.

You will work with multiple divisions to align priorities, manage budgets, and maintain public trust in a fast-paced policy landscape in Singapore.

Qualifications

  • Bachelor’s degree in Digital Communications, Mass Communications, Journalism, Marketing, PR or related discipline with at least 8 years in digital comms or corporate comms.
  • Experience developing integrated digital comms strategies across multiple platforms.
  • Ability to translate insights into actionable comms strategies and measurable improvements.
  • Experience handling sensitive online issues, risk assessment, escalation and crisis responses.
  • Strong writing, editing and message-framing skills for diverse audiences.

Job description

What the role is:

MSF’s Communications and Engagement Division (CED) works alongside MSF Family to foster public trust, build mindshare and public goodwill through proactive, transparent, consistent and data-driven communications and engagement efforts.

What you will be working on:
  • Content Strategy and Channel Stewardship: Work with the Digital Communications lead to set the content direction, editorial standards and channel strategies for MSF’s digital platforms, ensuring coherent narratives, audience relevance, accessibility and platform optimisation.
  • Social Listening, Analytics and Evaluation: Use social listening, audience research and platform analytics to identify emerging issues, understand audience needs and behaviours, inform communications decisions, set measurable objectives and continuously improve performance.
  • Online Community and Reputation Management: Oversee community engagement protocols and responses across MSF’s and political office holders’ social media platforms, addressing public concerns, fostering constructive dialogue and strengthening institutional trust.
  • Online Crisis Communications: Establish escalation and digital response arrangements, assess online and reputational risks, and coordinate timely, evidence-led interventions during crises to address misinformation, manage public concerns and safeguard trust.
  • Stakeholder, Governance and Partner Management: Align divisions, agencies and external partners on digital communications priorities, and oversee governance, vendors, budgets, workflows and delivery standards to ensure coordinated and effective implementation.
  • Team Leadership and Capability Development: Lead and develop a high-performing team by setting clear priorities and quality standards, strengthening capabilities in content, analytics, engagement and crisis response, and fostering collaboration and accountability.
What we are looking for:
  • Tertiary qualification in Digital Communications, Mass Communications, Journalism, Marketing, Public Relations or a related discipline, with at least eight years of relevant experience in digital communications, social media strategy, content development or corporate communications, preferably in the Public Service or a large, complex organisation.
  • Demonstrated experience developing and implementing integrated digital communications strategies across multiple platforms, with a strong understanding of audience segmentation, content strategy, channel management and campaign optimisation.
  • Strong ability to interpret social listening, platform analytics and audience research, and translate insights into clear recommendations, communications strategies and measurable improvements.
  • Experience managing sensitive or fast-moving online issues, including risk assessment, escalation, crisis communications and coordinated responses to misinformation or adverse public sentiment.
  • Strong writing, editing and message-framing skills, with the ability to translate complex policies and issues into accurate, accessible and compelling digital content for diverse audiences.
  • Demonstrated ability to influence and align stakeholders across divisions, agencies and external partners, and to manage complex projects, vendors, budgets and competing priorities.
  • Demonstrated ability to lead and develop a high-performing team, establish clear standards and workflows, and foster collaboration, capability building and accountability.
  • Good understanding of Singapore’s media, social media and public-policy landscape, with the adaptability to respond effectively in a fast-paced and evolving digital environment.
