Ministry Of Social And Family Development is seeking a proactive grants professional to administer and implement scheme funding for early childhood care and education in Singapore. You will ensure compliance, engage operators and agencies, and drive outcomes through data and technology.
Responsibilities include end-to-end grant administration, eligibility checks, drafting funding agreements, budget and cashflow analysis, and ongoing scheme evaluation for continuous improvement.
The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental agency for the early childhood sector in Singapore, overseeing key aspects of children’s development below the age of 7, across both kindergartens and childcare centres.The Sector Funding department in ECDA administers supply-side funding schemes for government supported and non-government supported preschool operators to increase access to quality and affordable early childhood care and education.
We are looking for a dynamic team player to join us in administering and implementing grant schemes that deliver meaningful outcomes. You will play a key role in ensuring compliance and accurate fund administration, while engaging with operators and government agencies to drive scheme outcomes. Depending on your experience, you will be given opportunities to lead efforts in refining scheme parameters and funding models, as well as transform and streamline work processes through data and technology.The key responsibilities of this role include (but is not limited to):Review operational policies such as scheme parameters and funding models to deliver affordable, accessible, and inclusive early childhood provisions. Translate agency requirements into actionable operational plans and proactively address emerging issues.Manage operators across the full lifecycle, from selection and appointment to performance monitoring and compliance audits. You will engage operators on operational, financial, and compliance matters to resolve issues and uphold scheme quality.
