What the role is:
ECDA's Corporate Development and Services (CDS) Division seeks a dynamic officer to join us in building an enabling, safe and future-ready work environment that supports our people, enhances productivity, and enables ECDA to deliver its strategic objectives. You will partner with the Branch Head to drive workplace effectiveness and operational excellence.
What you will be working on:
- Workspace Planning and Facilities Management
- Plan, lead and implement workspace planning and management initiatives, using workplace utilisation data, workforce projections and staff feedback to meet ECDA's evolving operational needs.
- Partner and coordinate with MSF/FFD and stakeholders (e.g.: landlord, building management) for maintenance and improvement projects.
- Ensure compliance with safety regulations and accessibility standards, and workplace health and emergency preparedness.
- Develop workplace strategies and standards promoting employee wellbeing, efficiency, and cost-effectiveness.
- Manage budgets for workspace enhancement and cyclical replacement of equipment and fittings.
- Manage contractors/vendors for timely and quality delivery of services.
- Administrative Excellence and Process Innovation
- Oversee the effective delivery of corporate administrative services, ensuring reliable, responsive and user-centric support for ECDA's day-to-day operations.
- Establish and monitor service standards, operating procedures and controls to ensure administrative services are efficient, consistent and compliant.
- Lead continuous improvement and process redesign initiatives to simplify corporate workflows, reduce administrative burden and enhance productivity.
- Identify and implement appropriate digital solutions, in partnership with relevant technology owners, to modernise administrative processes and improve staff experience.
- Manage administrative resources, budgets, contracts and service providers, ensuring cost-effective and quality delivery of corporate services.
- Digital Workplace Management
- Partner with MSF/ITD and vendors to establish seamless and user-centric technology infrastructure and IT support services.
- Enable effective, flexible and collaborative ways of working (including hybrid work arrangements) through technology solutions that enhance organisational agility and productivity.
- Assess business needs, options, costs and benefits and make recommendations for IT initiatives.
- Manage budgets for IT services and equipment procurement.
- Knowledge Management
- Develop approaches that enable organisational knowledge, lessons and good practices to be systematically captured, shared and applied.
- Partner with MSF Registry and National Archives of Singapore (NAS) to establish document management protocols for proper classification and retrieval.
- Leverage technology solutions to enhance knowledge capture, organisation, search, retrieval and sharing.
- Strengthen organisational resilience through knowledge retention initiatives to enhance institutional memory and business continuity.
- Business Continuity & Crisis Preparedness
- Support the development and maintenance of ECDA's business continuity and incident management plans.
- Coordinate emergency preparedness, continuity exercises and operational readiness.
- Work with relevant corporate and business units to establish clear escalation, response and recovery arrangements.
- Support post-incident reviews and follow through on organisational learning and improvement actions.
What we are looking for:
- Minimum 4-5 years in facilities management, administration, or operations, preferably with at least 1-2 years in leading project teams.
- Experience in project management, vendor and contract management, stakeholder coordination, and budget/resource management; experience working within public service governance requirements would be advantageous.
- Good knowledge of workplace operations, procurement and regulatory requirements, including workplace safety standards.
- Ability to think strategically while translating plans into effective operations, with experience in process improvement, resource optimisation and/or digitalisation.
- Strong communication and stakeholder management skills with the ability to work effectively across organisational levels, and with corporate partners and service providers.
- Self-driven and adaptable, with strong analytical, and problem-solving skills and an orientation towards continuous improvement.
