The Manager, Operations Strategy will support research, data management, fund and scheme administration, and operational planning to inform data-driven strategies, policies and programmes. The role will also support employment-related workplans, track key performance indicators, and maintain effective relationships with partners and stakeholders.

Duties and Responsibilities
Research, Data and Performance Management
- Conduct research, environmental scans and data analysis to identify gaps, trends and opportunities in disability employment.
- Work with internal teams and relevant stakeholders to collect, clean, validate, reconcile and maintain employment data from internal and external sources.
- Support the review and enhancement of data systems, data governance processes and reporting workflows for disability employment.
- Develop, track and report key performance indicators (KPIs) for management, the Board, funders and relevant stakeholders.
- Prepare research findings, data insights, reports and recommendations to support policy, service and programme planning.
- Support capability-building initiatives in areas such as data literacy, research and programme evaluation.
Strategic Planning and Stakeholder Engagement
- Support the development and implementation of short- and long-term workplans for disability employment initiatives.
- Work with internal teams, government agencies, employers and other stakeholders to address operational issues and support the implementation of employment-related policies and services.
- Monitor programme and strategic outcomes, identify gaps, and recommend improvements to processes, services and schemes.
- Prepare reports, presentation materials, submissions and briefing papers for management and stakeholder engagements.
- Provide secretariat support and participate in assigned workgroups or inter-agency initiatives.
Budget and Planning
- Collaborate with internal teams to prepare proposals and secure funding for programmes.
- Develop clear and compelling submissions outlining value propositions, projected budgets, and intended outcomes.
- Administer funding agreements and maintain effective relationships with key stakeholders.
Fund and Scheme Management
- Oversee fund planning, tracking, utilisation, reconciliation and reporting in accordance with approved funding agreements, guidelines and audit requirements.
- Prepare funding proposals, budget projections, approval papers and reports on programme outcomes and fund utilisation.
- Developand review operational policies, SOPs, workflows, assessment criteria and application processes for employment and lifelong learningschemes.
- Oversee the administration of scheme applications, requests, exceptions and appeals, including the preparation of recommendations and submissions for approval.
- Support employers and relevant stakeholders on scheme requirements, application processes and documentation.
- Identify opportunities to improve, streamline and digitalise fund and scheme administration processes.
Additional Responsibilities
- Mentor and guide junior staff to build team capability.
- Undertake additional duties as required to support organisational priorities.
Qualifications, Knowledge and Experience
- A good Degree in any discipline, preferably in Business, Finance, Economics, Data Analytics, Statistics, Public Policy, Social Sciences or related fields.
- At least 3 years of relevant experience in research, data analytics, strategy, policy, fund administration, programme operations or service development.
- Proficient in MS Office, particularly MS Excel. Experience with data visualisation or reporting tools will be an advantage.
- Strong analytical, problem-solving, project management, organisational, communication and interpersonal skills.
- Meticulous, adaptable and able to exercise sound judgement, manage competing priorities, work collaboratively and embrace new workflows and improvements.
