Job summary

SG Enable in Singapore seeks a Manager, Operations Strategy to support disability employment and lifelong learning initiatives. The role focuses on research, data management, and strategic planning to inform data-driven programmes in collaboration with partners and stakeholders.

You will monitor KPIs, assist with fund administration and budgeting, and provide secretariat support for inter-agency initiatives while mentoring junior staff.

Qualifications

• Degree in any discipline is required (Business, Finance, Economics, Data Analytics, Statistics, Public Policy, Social Sciences or related)
• At least 3 years of relevant experience in research, data analytics, strategy, policy, fund administration, programme operations or service development
• Proficient in MS Office, particularly MS Excel; experience with data visualization or reporting tools is an advantage
• Strong analytical, problem-solving, project management, organisational, communication and interpersonal skills
• Meticulous, adaptable and able to manage competing priorities and collaborate on new workflows

Responsibilities

• Research, data and performance management: conduct research, environmental scans and data analysis to identify gaps, trends and opportunities in disability employment
• Collect, clean, validate, reconcile and maintain employment data from internal and external sources
• Develop and report KPIs for management, the Board, funders and stakeholders
• Prepare research findings, data insights, reports and recommendations to support policy and programme planning
• Support capability-building in data literacy, research and programme evaluation
• Strategic planning and stakeholder engagement: develop short- and long-term workplans and engage with government agencies, employers and other partners
• Monitor outcomes, identify gaps and propose process improvements
• Prepare reports, submissions and briefing papers for management and inter-agency engagements
• Budget and planning: prepare proposals and funding submissions; outline budgets and expected outcomes
• Fund and scheme management: oversee fund planning, utilisation, reporting and audit compliance
• Oversee scheme applications, approvals and documentation; support employers and stakeholders on requirements
• Mentor junior staff and undertake additional duties to support organisational priorities
