Job summary

Qualifications

  • Bachelor’s degree in any discipline.
  • Minimum of 10 years’ experience, preferably in surgical services or hospital operations.
  • Strong analytical capability with experience in performance tracking, dashboard reporting, data interpretation and structured follow-up of operational issues.
  • Experience in process review, value‑stream mapping, quality improvement, automation, digitisation, inventory governance, or renovation and expansion coordination would be advantageous.
  • Meticulous and analytical with excellent organisational and coordination skills.
  • Excellent interpersonal and communication skills to work with diverse stakeholders.
  • Proactive, service-orientated mindset with a dedication to quality and efficiency.

Responsibilities

  • Support OT leadership and plan day-to-day resource planning, coordination and monitoring.
  • Coordinate multi-stakeholder planning to improve theatre utilisation, case flow, on-time starts and turnover.
  • Support OT optimisation initiatives to improve access to care and surgical capacity.
  • Maintain OT dashboard and senior management reports for key indicators; translate insights into workplans and follow-up.
  • Assist with inventory governance, including SKU and par levels, and reorganise OT stores and SOPs.
  • Coordinate requirements for capacity expansion and infrastructure development, track milestones, and align inputs across stakeholders.
  • Drive improvement through value-stream mapping, automation and digitalisation initiatives to enhance patient care and efficiency.

Job description

Reporting to the Deputy Director (Operating Theatre Operations), the Manager translates cluster, hospital and departmental priorities into practical workplans, coordinates multi-stakeholder planning, discussion and follow-up, and delivers measurable outcomes that improve theatre utilisation, case flow and implementation of strategic initiatives.

The Manager will track OT utilisation, turnaround time, delays and cancellations; maintain dashboard reporting for senior management; coordinate cross-functional planning, discussion and follow-up with clinical, nursing and operations stakeholders; and support OT efforts in optimisation, inventory governance, renovation and expansion workstreams. The role requires strong coordination and stakeholder engagement skills to co‑develop and drive process improvement, automation, digitisation/digitalisation and adoption of relevant technologies that improve patient care and experience.

MAIN DUTIES AND RESPONSIBILITIES
Clinical Operations
  • Support Deputy Director (OT Operations), with guidance from Head, Inpatient Operations, Executive Director (OT Services), Assistant Director (Nursing) and Senior Nurse Manager (OT Operations), in day-to-day OT resource planning, coordination and monitoring.
  • Coordinate multi-stakeholder planning, discussion and follow-up - to improve theatre utilisation, case flow, on time starts, turnover and operational excellence across all OTs.
  • Support OT efforts in various optimisation initiatives to improve access to care and surgical capacity.
Data Analytics and OT Optimisation
  • Maintain OT dashboard and senior management reports, for key operational indicators.
  • Translate dashboard insights into workplans, trackers, structured follow-up and timely escalation of issues requiring leadership attention, if necessary.
  • Strong analytical skills, to support capacity planning, simulations and predictive analytics; collaborating with relevant teams and stakeholders, to move from retrospective reporting to proactive OT optimisation and decision support.
Inventory Governanceand Transformation
  • Support Deputy Director and Senior Nurse Manager (OT Operations) with improving inventory governance, including review of all SKU and par levels, alongside existing staff.
  • Work with nursing, MMD and OT Ops staff to reorganise OT stores, streamline processes, convert appropriate non-stock items to stock, and strengthen SOPs and work instructions.
  • Support smart inventory pilots and scale-up, and the use and adoption of relevant tools and technology, with the aim of improving stock accuracy, reducing wastage and expiry, and minimising case disruptions due to stock issues.
Future Capacity Expansion and Infrastructure Development
  • Coordinate requirements and milestone tracking for major OT development workstreams, including Medical Tower, Hybrid OT, OT ramp-up initiatives, and future OT service models.
  • Consolidate and align clinical and operational inputs across stakeholders for submissions to senior leadership, planning teams, Finance, HR and external agencies where required.
  • Track dependencies, risks and key decisions to support timely completion of planning, readiness and implementation milestones for OT expansion, A&A works and infrastructure development.
Improvement and Innovation
  • Conduct process reviews and value-stream mapping to identify systemic inefficiencies, bottlenecks and opportunities for redesign.
  • Coordinate with surgical HODs, surgeons, anaesthetists, nursing and operations teams to co-design, test, implement, iterate, and improve OT flow and patient experience.
  • Advocate and support the adoption of automation, digitisation, job redesign and relevant technologies to close operational gaps, improve productivity and enable sustainable workforce transformation.
JOB REQUIREMENTS
  • A bachelor's degree in any discipline, with preference for candidates with experience in healthcare operations, process improvement, data analytics and/or project management.
  • A minimum of 10 years' experience, preferably in surgical services, operating theatre operations, perioperative workflows, healthcare planning and/or service transformation.
  • Strong analytical capability with experience in performance tracking, dashboard reporting, data interpretation and structured follow-up of operational issues.
  • Experience in process review, value-stream mapping, quality improvement, automation, digitisation, inventory governance, or renovation and expansion coordination would be advantageous.
  • Meticulous and analytical, with excellent organisational and coordination skills.
  • Excellent interpersonal and communication skills to work collaboratively and effectively with a diverse range of stakeholders.
