Job summary

Skills and Workforce Development Agency in Singapore is seeking a policy and operations professional to drive Workforce Transformation initiatives, programmes and grants.

You will collaborate with internal IT teams and other government agencies to translate requirements into IT system user stories, run UAT, research user behaviour, and manage communications and change for partners, including SFEC.

Qualifications

• Experience in incentive/programme/grant administration.
• Experience in communications and change management for large-scale go-to-market initiatives.
• Experience in Agile and Scrum methodologies, backlog management and sprint planning.

Responsibilities

• Develop and implement policy/ops policy/operations relating to WT initiatives.
• Work with internal and external stakeholders such as SWDA’s in-house IT divisions and other government agencies to scope out business requirements and translate into user stories to be developed into the various IT systems housing the WT initiatives.
• Conduct user acceptance testing to ensure business requirements are properly translated into systems.
• Conduct user research/feedback on user behaviour to gather company insights on the painpoints translating into user journeys.
• Implement communications plan and change management of partners.
• Support SFEC claim operations (including clawback/write-off operations, eligibility changes).

Job description

You will be part of the Enterprise Workforce Transformation Division to oversee and drive the implementation of Workforce Transformation programmes/grants/initiatives to support enterprises in embarking on Workforce Transformation and strengthening its nexus with Enterprise Transformation.

Responsibilities:

• - Develop and implement policy/ops policy/operations relating to WT initiatives.
• - Work with internal and external stakeholders such as SWDA’s in-house IT divisions and other government agencies to scope out business requirements and translate into user stories to be developed into the various IT systems housing the WT initiatives.

• - Able to adapt quickly to volatile, ambiguous, complex and uncertain environment with multiple and changing timelines.
