Job summary

china communications construction company limited (Singapore branch) is seeking an experienced M&E Tender Lead to coordinate all M&E aspects of tender submissions for large-scale projects in Singapore. You will review drawings, specifications and employer’s requirements, and prepare technical write-ups and deviation/clarifications for proposals.

With 8–10 years of M&E experience, you will perform quantity take-offs, preliminary sizing, and cost estimations, plus value engineering to deliver

Qualifications

• 8–10 years of M&E tender management and design coordination for large-scale projects in Singapore.
• Deep knowledge of local codes and Green Mark requirements.

Responsibilities

• Lead and coordinate the M&E aspects of tender submissions, reviewing drawings, specs, and employer’s requirements.
• Prepare technical write-ups, methodology statements, sequences of works, and deviations/clarifications for tenders.
• Perform M&E quantity take-offs, preliminary sizing, and cost estimations with QS/Estimating teams.
• Evaluate consultant design options and conduct value engineering for buildable, cost-effective M&E solutions.
• Review design submissions and schematic drawings for compliance and feasibility.
• Identify design gaps and risks during tender and propose mitigation strategies.
• Liaise with clients, consultants, authorities, and M&E subcontractors to resolve tender queries.
• Coordinate with internal teams to ensure smooth transition from tender to execution.

Job Responsibilities:

• Lead and coordinate the M&E technical aspects of tender submissions, including review of tender drawings, specifications, and employer’s requirements.
• Prepare technical write-ups, methodology statements, sequence of works, and technical deviations/clarifications for tender proposals.
• Conduct M&E quantity take-offs, preliminary sizing, and cost estimations in collaboration with the Quantity Surveying and Estimation teams.
• Evaluate consultant design options and carry out value engineering exercises to propose cost-effective, buildable M&E solutions.
• Review design submissions and schematic drawings for technical compliance and feasibility.
• Identify design gaps, technical risks, and constructability issues during the tender stage and propose mitigation strategies.
• Liaise closely with clients, consultants, authorities, and M&E subcontractors to resolve technical queries during the tender phase.
• Coordinate with internal project teams to ensure seamless transition from tender award to execution phase.

Job Requirements:

• Degree in Mechanical or Electrical Engineering, or a related discipline recognized by PE Board Singapore.
• Minimum 8 to 10 years of relevant M&E experience, with a proven track record in tender management and design coordination for large-scale projects in Singapore.
• Deep understanding of local building codes, authority regulations (BCA, PUB, EMA, SCDF, LTA), and Green Mark requirements.
• Strong expertise in M&E system design, value engineering, and cost estimation during the pre-construction phase.
• Familiarity with BIM/Revit processes, AutoCAD, and M&E engineering software.
