DEPUTY MANAGER, FINANCE SYSTEMS TRANSFORMATION

You will be part of the Strategic Financial Management Sub-Group committed to provide forward-looking digital services to both internal and external stakeholders. As part of our on-going efforts to enhance our operational capabilities, we are embarking on a significant initiative to implement a new Finance ERP system – and we are seeking a talented individual to join our dedicated team that is making it happen.

What you will be working on

You will play a key role in the functional implementation of a new Whole-of-Government (WoG) Finance ERP system, working closely with finance, technology and project stakeholders from LTA, other government agencies and the technology contractor to transform how finance operations are delivered. Drawing on your knowledge and experience in finance, process review, governance, controls and/or data analysis, you will help assess current processes, define business requirements and evaluate whether proposed solutions achieve the intended business outcomes, with a primary focus on Corporate Finance and Accounts Payable functions. Your involvement will span requirements gathering, process design, testing, data validation, change management and post-implementation improvement. You will also evaluate proposed ERP features and complementary technologies such as AI, automation and data analytics against business requirements and recommend suitable solutions.

Key Responsibilities
  • Working alongside other team members, review existing Corporate Finance and Accounts Payable processes, controls and performance measures, identify gaps and improvement opportunities, facilitate integration with other finance functions and help design future-state processes that achieve the intended business outcomes.
  • Assess proposed Finance ERP features and process designs against business requirements, intended outcomes, governance requirements and user needs, and recommend suitable improvements or complementary digital solutions.
  • Partner finance and project stakeholders to understand operational needs and translate them into clear business and functional requirements.
  • Develop and execute business test scenarios, including User Acceptance Testing, to assess whether proposed system solutions meet functional, control and reporting requirements.
  • Support data migration by working with finance and project teams to review data requirements, identify data quality issues, validate migrated information and ensure appropriate reconciliation and controls.
  • Support change management activities, including stakeholder engagement, user communications, training and the development of guidance materials, to facilitate smooth adoption of the new system.
  • Maintain functional documentation including process maps, business requirements and functional specifications.
  • Support post-implementation maintenance and continuous improvement by coordinating functional issues, assessing business impacts of system updates and identifying enhancements to address business and regulatory changes.
  • Support project governance by monitoring functional workstream progress, risks, issues, deliverables and intended outcomes, and provide clear updates and recommendations to project stakeholders.
What we are looking for
  • Relevant knowledge or professional experience in Accountancy, Finance, Business Information Systems or a related discipline, preferably involving process improvement or transformation.
  • Good working knowledge of finance functions and processes, such as Accounts Payable, financial reporting, budgeting, forecasting, financial analysis or Corporate Finance, including relevant governance, internal controls and compliance requirements.
  • Strong analytical and evaluation skills, with the ability to assess processes, data and proposed solutions, identify gaps and translate findings into practical recommendations.
  • Strong communication and stakeholder engagement skills, with the ability to work effectively across finance and technology teams.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Problem-solving mindset and a proactive approach to overcoming challenges.
  • Strong time management skills with the ability to meet deadlines.
  • Demonstrated adaptability and flexibility in handling changing project priorities.
  • As part of the shortlisting process for the role, you may be required to complete a medical declaration and / or undergo further assessment.
