Job summary

Jacobs International Consultants Pte. Ltd. is seeking a Procurement and Subcontract Engineer for an 18-month contract based at the Jacobs Gateway Office with occasional site visits.

You will manage contract administration, bid evaluation, and procurement strategies across EPC/EPCM projects in the Life Sciences sector. Qualifications

• Degree in Engineering, Supply Chain, Quantity Surveying, or Business.
• Experience in pharmaceutical projects is required.
• Minimum 8 years in EPC/EPCM contract structures, procurement regulations and supplier qualification.
• Experience in CAPEX procurement and/or subcontract management in pharma/biotech/process industries.
• Familiarity with procurement platforms such as Candex or eBuy.

Responsibilities

• Develop cost estimation for projects and prepare commercial documents.
• Evaluate bids, negotiate terms, and recommend awards.
• Prepare contract documents and progress payments.
• Manage procurement strategies aligned with project schedules.
• Oversee vendor/supplier qualification and performance assessments.
• Support CAPEX budgeting, cost control, and cash-flow reporting.
