Job summary

GovTech Singapore invites a Principal/Lead Designer to shape the WINS programme at system and programme level, guiding experience strategy and delivering high-quality design outcomes across multiple systems and stakeholders.

You will lead through influence, mentor designers, and partner with product, engineering, operations, and policy leaders to align design with policy objectives and operational performance. This is a 2-year fixed-term contract.

Qualifications

• 15+ years in system, service, product design or design strategy with measurable impact.
• Experience leading design across complex, multi-stakeholder environments.
• Strong systems thinking connecting user needs, operations, policy, and technology.
• Experience building design capabilities from scratch and scaling.
• Experience in regulated environments (government, healthcare, finance) preferred.
• Experience designing for digital and physical touchpoints.
• Collaborative leader with strong stakeholder management and storytelling.

Responsibilities

• Own end-to-end experience vision across products, systems, and touchpoints.
• Identify systemic pain points and translate into actionable design direction.
• Shape and evolve shared capabilities and cross-product UX consistency.
• Establish design standards, frameworks, and quality bars from discovery to iteration.
• Strengthen data and measurement framework to track user outcomes.
• Partner with product, engineering, operations, and policy leaders to align decisions.
• Mentor designers and foster a collaborative, inclusive team culture.
• Drive validation of new design approaches and AI tools.
• Support hiring and onboarding efforts in GovTech.
