Job summary

National Youth Council invites a Manager/Assistant Manager (Learning & Development) to join OBS learning function. You will shape communications, analytics, course quality, and digitalisation initiatives to strengthen learning across OBS campuses and programs.

Based at OBS Pulau Ubin, you will collaborate across functions, deliver engaging content, and drive data-informed decisions to enhance learner outcomes and operational efficiency, with occasional travel to other campuses as needed.

Qualifications

• Clear and concise written and verbal communication to diverse stakeholders.
• Ability to translate data into actionable insights for program planning.
• Strong planning, organisation and multi-project coordination skills.
• Collaborative mindset with ability to work independently when required.

Responsibilities

• Develop and manage internal L&D communications according to a calendar, ensuring timely publication.
• Craft narratives and content to promote learning opportunities, programmes and updates.
• Engage stakeholders across functions and support outreach initiatives.
• Analyse learning data, budget and programme trends to inform planning and decision-making.
• Coordinate course review schedules and track improvements for quality assurance.
• Develop learning resources and e-learning content with leads, including visuals and infographics.
• Support digitalisation efforts using GovTech tools and automation to improve operations.
