Job summary

THE SINGAPORE CONTRACTORS ASSOCIATION LIMITED is seeking an Industry Development Manager to advocate for industry needs and drive growth and transformation in the construction sector. You will engage with government agencies, partners and SCAL members to identify issues and shape policy directions.

The role requires strong leadership, strategic planning and excellent communication to inspire the team and advance industry development initiatives.

Qualifications

  • Degree-qualified candidate with at least 5–8 years in industry development or trade associations.
  • Experience liaising with government agencies and industry stakeholders.
  • Strong English communication and presentation skills.

Responsibilities

Overview

SCAL is looking for a motivated Industry Development Manager to represent the needs and interests of, and oversee the growth and development of, the construction industry. The Manager plays a key role in collaborating with members, industry stakeholders and government agencies to drive industry-level development and transformation, building effective relationships with strategic partners to identify growth opportunities and to promote greater awareness and advocacy of related subject matters and initiatives.

The Industry Development Manager is an effective communicator and presenter who is analytical and professional in addressing the concerns of the industry, forward-looking, able to set out a clear strategic direction, and able to inspire the team towards achieving desired outcomes and goals.

Job Description:
  • Advocacy Leadership: Lead the development of advocacy efforts with government agencies, partners and SCAL members, identifying issues impacting the industry and closing gaps in policies based on market trends and changes.
  • Strategic Project Management: Manage strategic industry-level projects, events and initiatives to represent industry needs and interests, monitoring all project deliverables, results and indicators.
  • Team Leadership: Set a clear strategic direction for the team, inspiring them to achieve desired outcomes and goals in a fast-paced environment.
  • Member Consultation: Engage member companies to identify business needs, gather feedback on industry views and concerns, and represent these interests at relevant platforms.
  • Stakeholder Engagement & Networking: Liaise extensively with government agencies, partners and SCAL members on issues pertaining to assigned Committees, acting as a bridge between the industry and regulators to ensure effective dialogue.
  • Event & Programme Management: Oversee the planning and organisation of Committee meetings, industry dialogues and programmes for wider outreach.
  • Research & Policy Development: Direct engagement, surveys and research to identify trends and opportunities for growth and development within the industry, including digital requirements to support industry transformation.
  • Industry Communications: Oversee public communications and reports related to relevant Committees to ensure accurate representation of industry views.
  • Advisory on Construction Practices: Apply knowledge of current industry practices to review and provide professional recommendations for the construction industry.

Prepare reports, monitor and follow up on industry engagements.

Any other duties as maybe assigned by the Executive Director or Industry Development Director.

Job Requirements:
  • Degree holder in any discipline; a degree in Built Environment (e.g. Civil Engineering, Architecture, Environmental Studies, M&E) is a distinct advantage.
  • At least 5 to 8 years of relevant working experience, preferably with a track record in industry development or trade associations.
  • Strong project management skills, with proven ability to lead teams and manage multiple priorities.
  • Demonstrated ability to build and maintain effective networks with government officials, industry leaders and diverse stakeholders.
  • Excellent command of written and spoken English; an effective communicator and presenter.
  • Critical thinker with strong analytical and problem-solving skills.
  • Organised, self-driven,resourceful and a fast learner.
  • Passionate about advocacy, open-minded, resilient and forward-looking, with the ability to set clear strategic direction and inspire a team.
