Job summary

The Singapore Contractors Association Limited (SCAL) is seeking a Senior Industry Development Executive to advance advocacy, manage industry projects, and engage members in Singapore. You will collaborate with government agencies, industry leaders, and committees to drive industry transformation and standards in the built environment.

Ideal candidates bring 3–5 years in industry development or related associations, strong English communication, and excellent organizational skills.

Qualifications

  • Degree in any discipline; Built Environment degree is an advantage.
  • 3–5 years of relevant experience in industry development, trade associations, or built environment.
  • Ability to build and maintain networks with government officials, industry leaders and diverse stakeholders.
  • Strong organisational and project management skills; multitask and manage resources to meet deadlines.
  • Excellent written and spoken English; articulate industry issues clearly.
  • Critical thinker with analytical and problem-solving skills to interpret market intelligence.
  • Organised, self-driven, resourceful and fast learner.
  • Passionate about advocacy, open-minded and forward-looking.

Responsibilities

  • Advocacy Support: contribute to development of advocacy efforts with government agencies and partners.
  • Project Coordination: support management of industry-level projects, tracking deliverables and indicators.
  • Member Engagement: engage member companies to identify business needs and gather feedback.
  • Stakeholder Engagement & Networking: liaise with government agencies, partners and SCAL members for dialogue.
  • Event & Programme Management: plan and organise committee meetings and industry dialogues.
  • Research & Policy Development: conduct surveys and studies on the industry landscape.
  • Industry Communications: assist in crafting public communications and reports.
  • Advisory on Construction Practices: provide professional recommendations for the construction industry.
  • Prepare reports, monitor and follow up on industry engagements.
  • Any other duties as assigned by leadership.

Overview

The Singapore Contractors Association Ltd (SCAL) is seeking a motivated and forward-looking Senior Industry Development Executive to join our Industry Development team. In this role, you will work closely with Committee Chairmen, government agencies and industry leaders to champion the interests of our members and support the construction sector's ongoing transformation.



You will build effective working relationships with strategic partners and stakeholders to identify growth opportunities for the industry, while taking on a growing role in advocacy, project management and member engagement. You will be instrumental in fostering greater awareness of, and advancing standards within, the built environment sector.



Job Description


  • Advocacy Support: Contribute to the development of advocacy efforts with government agencies and partners, helping to identify issues impacting the industry and gaps in existing policies.


  • Project Coordination: Support the management of industry-level projects and initiatives, tracking deliverables, results and indicators against the sector's developmental goals.


  • Member Engagement: Engage member companies to identify business needs and gather feedback on industry views, for representation at relevant platforms.


  • Stakeholder Engagement & Networking: Liaise extensively with government agencies, partners and SCAL members on issues pertaining to assigned Committees, acting as a bridge between the industry and regulators to ensure effective dialogue.


  • Event & Programme Management: Plan and organise Committee meetings, industry dialogues and programmes for wider outreach and the successful execution of industry initiatives.


  • Research & Policy Development: Conduct surveys and studies on the industry landscape to support the development of policies and practices, including identifying emerging trends and digital requirements for industry transformation.


  • Industry Communications: Assist in crafting public communications and reports related to relevant Committees to ensure accurate representation of industry views.


  • Advisory on Construction Practices: Leverage knowledge of current industry practices to review and provide professional recommendations for the construction industry.


  • Prepare reports, monitor and follow up on industry engagements.


  • Any other duties as maybe assigned by the Executive Director/Industry Development Director or by whomever the Executive Director/Industry Development Director so designates.



Job Requirements


  • Degree holder in any discipline; a degree in Built Environment (e.g. Civil Engineering, Architecture, Environmental Studies, M&E) is a distinct advantage.


  • At least 3 to 5 years of relevant working experience, preferably in industry development, trade/professional associations, or the built environment sector.


  • Demonstrated ability to build and maintain effective networks with government officials, industry leaders and diverse stakeholders.


  • Strong organisational and project management skills, with the ability to multitask and manage resources effectively to meet tight deadlines.


  • Excellent command of written and spoken English, with the ability to articulate complex industry issues clearly and professionally.


  • Critical thinker with strong analytical and problem-solving skills, capable of interpreting market intelligence to inform priorities.


  • Organised, self-driven,resourceful and a fast learner.


  • Passionate about advocacy, open-minded, resilient and forward-looking.
