SPENCER OGDEN PTE. LTD. is seeking a Claim and Planning Specialist to prepare and manage contractual claims while developing, monitoring, and analyzing project schedules for water treatment construction projects.

This hybrid role ensures accurate claims, identifies schedule slippages, and supports planning and control activities for timely delivery. The ideal candidate will have 3–8 years of experience in water treatment or EPC/M&E projects, with proficiency in Primavera P6 and MS Project, and

Qualifications

• 3–8 years of experience in water treatment/utility construction.
• Experience in EPC/M&E or industrial plant construction.
• Proficient in schedule development and delay analysis.

Responsibilities

• Identify, evaluate, and prepare contractual claims including EOT, disruption, loss & expense, and variation claims.
• Review project documentation to determine contractual entitlement under FIDIC, PSSCOC, EPC, or project-specific conditions.
• Prepare detailed claim narratives, delay justifications, and substantiation packages.
• Develop and maintain the baseline project schedule using Primavera P6 or MS Project.
• Update and monitor the schedule against actual site progress and project milestones.
• Conduct Critical Path Analysis to identify activities impacting overall project completion.
• Track float usage, logic changes, and emerging delay risks.
• Identify schedule slippages and assess their root causes.
• Support As-Planned vs As-Built, Time Impact Analysis, and Windows Analysis to substantiate claims.
• Collect and maintain project records: daily reports, logs, RFIs, NCRs, test data, progress photos.
• Maintain claims register and schedule variance log.
• Ensure project documentation supports both claims and schedule verification.
• Review contract requirements to identify potential claimable events early.
• Prepare and issue early warning notices or contractual notifications.
• Highlight risks to the Project Manager regarding potential delays, variations, or scope gaps.
• Coordinate with Project Managers, Planning/Scheduler, Engineering & Site Teams, QS/Cost Control, and Procurement.
• Liaise with clients, consultants, and subcontractors on claim and schedule matters.
• Provide technical support in claim justification, schedule updates, and variance analysis.
• Prepare and provide progress report to the client.
• Prepare weekly/monthly reports on schedule deviations, critical path changes, and delay causes.
• Provide management insights on claim opportunities, exposure risks, and recommended actions.
• Present findings during project meetings, integrating claims and schedule analysis.
• Provide progress updates to clients.
