Job summary

Hong Lam Marine Pte Ltd seeks a Company Security Officer to lead compliance with health, safety, and environmental systems aboard our vessels. You will perform onboard inspections, review IMS/MLC, and prepare safety communications for ship staff.

You will also conduct incident investigations, coordinate audits, and oversee training programs for cadets and crew. Travel to visit or sail on company vessels will be required as needed.

Qualifications

• Strong written and verbal communication skills in English.
• Willingness to travel overseas to visit or sail with vessels.

Responsibilities

• Act as the Company Security Officer and EMS team member.
• Conduct onboard inspections to ensure HSE/ISSM compliance.
• Review IMS and MLC for continual improvement.
• Prepare safety bulletins, memos and circulars.
• Conduct casualty, incident investigations and reporting.
• Monitor ISM/ISPS/MLC internal audit schedule.
• Perform security visits, training and responses; meet charterers’ requirements.
• Disseminate security information and test Ship Security Alert System.
• Prepare security memos and ship staff safety policies.
• Implement safety training plans, drills and exercises for ships.
• Provide Fleet Management System training on HSSEQ and QDMS modules.
• Review/approve FSC, PSC, drills, monthly safety meetings; master’s reviews; shipboard training; incident investigations; risk assessments.
• Oversee cadet training programs and audit shipboard training, drills, exercises.
• Carry out adhoc duties assigned by Management.

Job Responsibilities

• Acts as the Company Security Officer and member of the Emergency Response Team.
• Perform onboard inspections to ensure compliance with Company’s Health, Safety and Environmental System.
• Help review the Company’s IMS and MLC for continual improvement.
• Prepare Company Safety bulletins/memo/circulars.
• Conduct casualty, incident, staff accident investigation and reporting.
• Monitor ISM/ISPS/MLC internal audit schedule.
• Perform security visit, training and security responses, meeting shell charterers’ requirements.
• Share security information and test the Ship Security Alert System.
• Prepare security memos, disseminate safety and security awareness/policies and procedures for the ship staff.
• Implement safety training plans, drills, and exercises to ensure a high standard of safety for all ships.
• Provide Fleet Management System training on the HSSEQ and QDMS module to ship staff and office staff.
• Review and/or approve:
  • Fleet Management System updates for PI/Near Miss, FSC, PSC, drills, monthly safety committee meeting.
  • Master’s reviews
  • Shipboard training conducted by the ship staff
  • Incident investigations
  • Hot work permits
  • ISM/ISPS/MLC Internal audits
  • Risk Assessment and Management of Change (where applicable)
• Oversee training program for cadets.
• Audit or verify shipboard training, drills and exercises.
• Carry out other adhoc duties assigned by the Management.

Job requirements

• Possess Certificate of Competency (Deck) Class 1 / 2 or Diploma in any Marine related disciplines
• Good communication / Written skills in English
• Able and willing to travel overseas to visit or sail with company vessels or other vessels as and when required
