Responsibilities

  • A. FSRU Project HSE Coordination — Serve as the HSEQ focal point for routine project-related matters.
  • A. FSRU Project HSE Coordination — Coordinate HSE activities throughout project development, construction, pre-delivery, commissioning and operational readiness.
  • A. FSRU Project HSE Coordination — Participate in HSE meetings, workshops, risk assessments and readiness reviews.

Job description

Role Purpose

To support the HSEQ & Audit Division in implementing and maintaining the Company's HSE management framework across ship-management activities, with primary responsibility for supporting an FSRU or newbuild LNGC project through development, pre-delivery, commissioning, operational readiness and subsequent operations.


The role will provide dedicated HSE coordination for the project, covering regulatory requirements, Safety Case/MHI activities, operational safety, emergency preparedness, Management of Change (MOC) and integration with the Company's Safety Management System (SMS).


The position will also support wider fleet HSE activities, including vessel support, incident management, risk assessments, audits, inspections, safety initiatives and operational assurance.


Key Responsibilities



  • A. FSRU Project HSE Coordination

    • Serve as the HSEQ focal point for routine project-related matters.

    • Coordinate HSE activities throughout project development, construction, pre-delivery, commissioning and operational readiness.

    • Participate in HSE meetings, workshops, risk assessments and readiness reviews.

    • Track and follow up HSE actions arising from meetings, audits, studies and regulatory reviews.

    • Support project-specific MOC processes.

    • Work closely with Marine, Technical, Crewing and other functions to ensure HSE requirements are addressed throughout the project lifecycle.




  • B. Safety Case, MHI & Regulatory Requirements

    • Support compliance with applicable Singapore Workplace Safety and Health Act (WSHA) and Major Hazard Installation (MHI) requirements.

    • Provide operational and SMS input to the FSRU Safety Case and related MHI requirements.

    • Participate in relevant safety studies, including:

      • Major Accident Hazard (MAH) Register;

      • Safety Critical Elements and Performance Standards (SCEPS);

      • Safety Critical Task Analysis (SCTA);

      • HAZID / HAZOP;

      • Other applicable risk and safety studies.



    • Monitor and follow up actions arising from Safety Case and regulatory activities.

    • Liaise with project teams, consultants, Classification Societies and relevant authorities on assigned HSE matters.

    • Formal accountability for the MHI Safety Case and related regulatory obligations will remain subject to the established project governance and responsibility matrix.




  • C. SMS & Project-Specific Procedures

    • Review the interface between the Company's unified SMS and project-specific operational and regulatory requirements.

    • Identify areas requiring project-specific procedures, supplements or bridging arrangements.

    • Support development and review of procedures relating to LNG transfer, regasification, gas send-out, SIMOPS, permit-to-work, isolation and reinstatement, emergency operations and contractor management.

    • Ensure project requirements are effectively incorporated into the HSEQ framework while maintaining consistency with fleet-wide procedures.




  • D. Emergency Preparedness & Terminal Interface

    • Support development of HSE arrangements between the FSRU and terminal.

    • Review ship-shore emergency response, communication and escalation arrangements.

    • Support emergency drills, exercises and validation of project-specific response procedures.

    • Align incident notification, reporting and investigation requirements among the Company, terminal/charterer and relevant authorities.

    • Develop bridging arrangements where project or terminal requirements differ from existing Company procedures.




  • E. Assurance & Operational Readiness

    • Support HVPQ preparation and vessel assurance activities.

    • Assist with SIRE, vetting and other applicable external assurance requirements.

    • Participate in HSE audits, inspections and operational readiness reviews.

    • Monitor closure of HSE findings and actions before commissioning and commencement of operations.

    • Support HSE activities related to vessel delivery, handover and transition into normal operations.




  • F. General Ship-Management HSE Support

    • Support wider fleet and ship-management HSE activities as required, including:

      • Vessel HSE support and operational advice.

      • Incident and near-miss investigation and follow-up.

      • Risk assessments and MOC reviews.

      • Internal and external audits and inspections.

      • Emergency response activities.

      • HSE performance monitoring and reporting.

      • Fleet safety campaigns, lessons learned and safety initiatives.

      • Review and continuous improvement of SMS procedures.

      • Other HSEQ responsibilities based on operational requirements.

  • HSEQ & Audit Division;

  • Marine, Technical and Seafarer/Crewing functions;

  • Vessel and newbuilding teams;

  • Owners, terminals and charterers;

  • Project stakeholders and contractors;

  • Classification Societies and Safety Case consultants;

  • Relevant Singapore authorities; and

  • Other internal and external stakeholders as required.
