Job Summary
The HSE LEAD and enhances the company’s Health, Safety and Environment management system, ensuring compliance and continuous improvement across all projects and operations.
Responsibilities
- Lead the development, implementation, and maintenance of project HSE Plans, Risk Assessments, Safe Work Procedures, Method Statements, and emergency-response plans to ensure workplace safety.
- Ensure compliance with Singapore Workplace Safety and Health legislation, MOM requirements, and client/site safety standards through continuous monitoring and enforcement.
- Conduct regular site safety inspections, audits, and compliance reviews to identify hazards and enforce timely corrective actions.
- Facilitate toolbox meetings, safety briefings, induction programs, and WSH training for employees, subcontractors, and visitors to promote safety awareness.
- Review and approve permit-to-work activities, including work at height, lifting operations, hot works, electrical works, confined-space works, and lifting plans to ensure safe execution.
- Coordinate with project managers, supervisors, subcontractors, and client representatives to plan and execute work safely and efficiently.
- Investigate incidents, near misses, unsafe conditions, and environmental events; prepare detailed reports and implement preventive measures to mitigate risks.
- Monitor the use of personal protective equipment (PPE), site housekeeping, access control, barricading, signage, fire safety, and emergency equipment to maintain a safe environment.
- Ensure subcontractors submit and comply with required safety documentation, including risk assessments, safe work procedures, training records, equipment certificates, and work permits.
- Maintain comprehensive statutory and project HSE records such as inspection reports, training records, incident reports, safety meeting minutes, and corrective-action registers.
- Oversee environmental safety aspects including waste disposal, chemical handling, spill prevention, noise, dust control, and housekeeping to minimize environmental impact.
- Support management in achieving company HSE objectives, ISO 45001 compliance, and continuous safety improvements.
- Exercise authority to stop any work presenting immediate danger to personnel, property, or the environment and report such incidents to management promptly.
- Perform additional HSE-related duties as assigned by management to uphold safety standards.
Required competencies and certifications
- Registration with the Ministry of Manpower (MOM), Singapore, as a Workplace Safety and Health Officer (WSHO).
- Relevant WSH qualifications and preferably at least 5 years’ experience in construction, M&E, cleanroom, semiconductor, or industrial projects.
- Familiarity with Singapore WSH legislation, risk management requirements, permit-to-work systems, and client safety standards.
- Strong communication, leadership, reporting, and site coordination skills.
