Job summary

VY SYSTEMS PTE. LTD. invites a MOM-registered WSHO and NEA-registered ECO to oversee site safety and environmental compliance across multiple projects in Singapore.

You will develop and implement HSE management systems, conduct regular inspections, risk assessments, and incident investigations, and lead toolbox talks and training for workers and contractors. Travel between sites is required; a strong regulatory knowledge is essential.

Qualifications

• Must hold MOM-registered WSHO status and NEA-registered ECO
• Minimum 5 years of WSH/HSE experience in the construction industry
• Strong knowledge of Singapore WSH regulations and compliance requirements

Responsibilities

• Perform duties as MOM-registered WSHO and NEA-registered ECO in accordance with legislation, regulations and codes of practice.
• Ensure compliance with statutory requirements and company HSE policies
• Implement and maintain project-specific HSE Management Systems and programs
• Develop and implement workplace safety and environmental programs including SECP
• Conduct site inspections, safety audits, risk assessments and compliance checks
• Identify gaps in WSH and environmental systems and recommend corrective actions
• Review WSHMS, environmental reports and safety performance
• Lead incident and accident investigations and monitor corrective actions
• Conduct toolbox meetings, safety briefings, inductions and HSE training
• Coordinate Emergency Preparedness and Response Plans including drills

Job description

Key Responsibilities

• Perform duties as a MOM-registered WSHO and NEA-registered ECO in accordance with applicable legislation, regulations, and codes of practice.
• Ensure compliance with statutory requirements, company HSE policies, safety rules, and environmental regulations.
• Implement and maintain project-specific HSE Management Systems and programs.
• Develop and implement workplace safety and environmental programs, including preparation and submission of the Site Environmental Control Programme (SECP).
• Conduct regular site inspections, safety audits, risk assessments, and compliance checks.
• Identify gaps in WSH and environmental systems and recommend appropriate corrective and preventive measures.
• Review WSH Management Systems (WSHMS), environmental reports, risk assessments, and safety performance.
• Lead incident and accident investigations and monitor the implementation of corrective and preventive actions.
• Conduct toolbox meetings, safety briefings, inductions, and HSE training for workers, contractors, and stakeholders.
• Coordinate Emergency Preparedness and Response Plans (EPRP), including emergency drills and maintenance of emergency equipment.

Job Requirements

• Diploma or Degree in Workplace Safety & Health, Environmental Management, Engineering, or a related discipline.
• MOM-registered Workplace Safety & Health Officer (WSHO).
• NEA-registered Environmental Control Officer (ECO).
• Minimum 5 years of relevant WSH/HSE experience in the construction industry.
• Strong knowledge of Singapore WSH and environmental legislation, regulations, and compliance requirements.
• Experience with SP, PUB, LTA, CAG, or other major infrastructure/construction projects will be an advantage.
• Good knowledge of risk assessment, incident investigation, PTW systems, emergency response, safety audits, and environmental management.
• Strong communication, coordination, reporting, and stakeholder-management skills.
• Able to work independently as well as effectively within a project team.
• Ability to travel between multiple project sites is preferred.
