About the Role
We are seeking an experienced HSE Manager to lead all Health, Safety, Security, and Environmental (HSSE) activities for a major construction project in Singapore. This role is responsible for ensuring full compliance with local regulations, implementing HSE management systems, and fostering a strong safety culture across the project site.
Key Responsibilities
Health, Safety & Environmental Management
- Lead and oversee all HSE activities for the Singapore project site.
- Develop and implement project-specific HSE execution plans, procedures, and safety measures.
- Ensure compliance with Singapore workplace safety, health, environmental, and security regulations.
- Promote a proactive safety culture across all project stakeholders.
Site Safety & Compliance
- Conduct regular HSE inspections, audits, and behavioural safety observations.
- Identify non-conformities, recommend corrective actions, and monitor close-out activities.
- Organise and chair regular HSE meetings and toolbox talks.
- Deliver HSE induction, training, and awareness programmes for project personnel.
- Support subcontractor qualification audits and monitor their HSE performance.
Project Support
- Collaborate with construction engineers to develop Risk Assessments (RA), Safe Work Method Statements (SWMS), and other safety documentation for high-risk activities.
- Coordinate with project owners, main contractors, subcontractors, suppliers, and regulatory authorities to ensure HSE compliance.
- Maintain HSE records, reports, and KPI tracking while driving continuous improvement initiatives.
- Lead incident investigations, prepare detailed reports, and implement preventive and corrective actions.
- Support additional project-related responsibilities assigned by the Project Manager.
Requirements
Qualifications
- Bachelor's Degree in Safety, Environmental Engineering, Construction, Mechanical Engineering, or a related discipline.
Experience
- Minimum 8 years of construction site safety management experience.
- At least 5 years of experience supporting projects within the pharmaceutical, chemical, or food manufacturing industries.
- Previous project execution experience in Singapore is highly preferred.
Technical Knowledge
- Strong knowledge of Singapore Workplace Safety & Health (WSH) regulations.
- Familiar with:
- BizSAFE
- ISO Management Systems
- WSHMS
- GGBS
- Experience preparing and implementing HSE plans, risk assessments, and safety procedures.
Skills
- Excellent leadership, communication, and stakeholder management skills.
- Strong organisational and problem-solving abilities.
- Able to work independently and manage multiple priorities.
- Proficient in Microsoft Office applications.
Certification
- Possess a valid Singapore Workplace Safety & Health (WSH) safety management qualification/certificate.
