Job summary

NHG Health is seeking a Manager to join the Human Resource Development (HRD) team across Khoo Teck Puat Hospital and Yishun Community Hospital. You will lead Learning Operations & Support Executives, drive sponsorship administration, and oversee learning systems governance to deliver timely, accurate, and customer-centric support to stakeholders.

Qualifications

Degree in Human Resource Management, Business Administration, Education or a related discipline.
At least 5 to 8 years of relevant experience in Learning & Development, HR Operations, Learning Systems Administration, Programme Management or related HR functions.
Meticulous, creative, resourceful and able to work with minimal supervision.
Good project management skills with ability to multi-task and manage multiple projects across different functional groups.
Experience managing learning systems, training operations, sponsorship administration or shared services functions is preferred.
Experience within the healthcare sector would be an advantage.
Familiarity with digital tools, automation solutions and AI applications is advantageous.

Responsibilities

Lead, mentor and develop a team of Learning Operations & Support Executives to achieve team and departmental objectives.
Oversee workload allocation, resource planning and service delivery standards across all HRD operational functions.
Establish clear processes, expectations and performance measures to ensure operational excellence.
Guide team members in resolving operational issues, managing complex cases and responding to stakeholder enquiries.
Foster a collaborative, customer-focused and continuous improvement culture within the team.
Act as the escalation point for operational matters and stakeholder concerns.
Oversee the administration and governance of learning management systems and HRD-related platforms.
Represent KTPH and YCH at learning system’s cluster workgroup meetings and governance forums, participating in discussions on system utilisation and enhancements.
Monitor learning systems’ adoption, utilisation and user experience across the institution; provide periodic reports.
Ensure data integrity, system availability, user access governance and compliance with policies.
Partner IT teams, system vendors and stakeholders on system enhancements and lifecycle management.
Drive adoption of digital learning solutions and technology-enabled improvements to enhance user experience.
Lead implementation activities for new system features and content migrations.
Ensure system documentation, user guides and knowledge resources remain current.
Oversee planning and delivery of learning operations across onboarding, mandatory training, developmental programmes and workshops.
Monitor programme administration processes, participant experiences and performance indicators.
Work with programme owners to ensure readiness and successful programme execution.
Establish operational controls and standardisation across learning administration processes.
Drive continuous improvements to strengthen learner experience.
