Job summary

NHG Health is seeking a Manager to join the Human Resource Development (HRD) team across Khoo Teck Puat Hospital and Yishun Community Hospital. Qualifications

  • Degree in Human Resource Management, Business Administration, Education or a related discipline.
  • At least 5 to 8 years of relevant experience in Learning & Development, HR Operations, Learning Systems Administration, Programme Management or related HR functions.
  • Meticulous, creative, resourceful and able to work with minimal supervision.
  • Good project management skills with ability to multi-task and manage multiple projects across different functional groups.
  • Experience managing learning systems, training operations, sponsorship administration or shared services functions is preferred.
  • Experience within the healthcare sector would be an advantage.
  • Familiarity with digital tools, automation solutions and AI applications is advantageous.

Responsibilities

  • Lead, mentor and develop a team of Learning Operations & Support Executives to achieve team and departmental objectives.
  • Oversee workload allocation, resource planning and service delivery standards across all HRD operational functions.
  • Establish clear processes, expectations and performance measures to ensure operational excellence.
  • Guide team members in resolving operational issues, managing complex cases and responding to stakeholder enquiries.
  • Foster a collaborative, customer-focused and continuous improvement culture within the team.
  • Act as the escalation point for operational matters and stakeholder concerns.
  • Oversee the administration and governance of learning management systems and HRD-related platforms.
  • Represent KTPH and YCH at learning system’s cluster workgroup meetings and governance forums, participating in discussions on system utilisation and enhancements.
  • Monitor learning systems’ adoption, utilisation and user experience across the institution; provide periodic reports.
  • Ensure data integrity, system availability, user access governance and compliance with policies.
  • Partner IT teams, system vendors and stakeholders on system enhancements and lifecycle management.
  • Drive adoption of digital learning solutions and technology-enabled improvements to enhance user experience.
  • Lead implementation activities for new system features and content migrations.
  • Ensure system documentation, user guides and knowledge resources remain current.
  • Oversee planning and delivery of learning operations across onboarding, mandatory training, developmental programmes and workshops.
  • Monitor programme administration processes, participant experiences and performance indicators.
  • Work with programme owners to ensure readiness and successful programme execution.
  • Establish operational controls and standardisation across learning administration processes.
  • Drive continuous improvements to strengthen learner experience.

Job description

We are looking for Manager to join our Human Resource Development (HRD) team.

This role is responsible for sponsorship administration, learning systems, reporting, and process improvement activities across Khoo Teck Puat Hospital (KTPH) and Yishun Community Hospital (YCH). Leading a team of Learning Operations & Support Executives, the role ensures operational excellence, service quality, compliance, and continuous enhancement of learning services and employee experience.

As the operational backbone of Human Resource Development (HRD), the incumbent will drive efficient processes, optimise learning technologies, strengthen governance, and ensure the team delivers timely, accurate, and customer-centric support to stakeholders.

Responsibilities
  • Lead, mentor and develop a team of Learning Operations & Support Executives to achieve team and departmental objectives.

  • Oversee the administration and governance of learning management systems and HRD-related platforms.
  • Represent KTPH and YCH at respective learning system’s cluster workgroup meetings and governance forums, actively participating in discussions on system utilisation, operational issues, enhancement opportunities and strategic direction.
  • Monitor learning systems’ adoption, utilisation and user experience across the institution, providing periodic reports on usage trends, risks, concerns and opportunities for improvement
  • Ensure data integrity, system availability, user access governance and compliance with organisational policies.
  • Partner IT teams, system vendors and cluster stakeholders on system enhancements, implementations and lifecycle management.
  • Drive adoption of digital learning solutions and technology-enabled improvements to enhance user experience.
  • Lead and support institution-level implementation activities for new system features, upgrades, enhancements, content migrations and change management initiatives.
  • Ensure system documentation, user guides and knowledge resources remain current and effective.
  • Oversee the planning and delivery of learning operations across onboarding, mandatory training, developmental programmes, workshops and organisational learning initiatives.
  • Ensure learning activities are delivered efficiently, accurately and in accordance with service standards.
  • Monitor programme administration processes, participant experiences and operational performance indicators.
  • Work with programme owners to ensure readiness, operational support and successful programme execution.
  • Establish operational controls and standardisation across learning administration processes.
  • Drive continuous improvements to strengthen operational effectiveness and learner experience.
Sponsorships, Funding & Governance
  • Oversee the administration of scholarships, sponsorships, grants and learning funding schemes.
  • Ensure sponsorship processes, funding submissions and bond administration activities are executed accurately and in compliance with policy requirements.
  • Monitor utilisation of learning budgets, grants and sponsorship funding.
  • Provide oversight on governance, audit requirements, funding regulations and compliance obligations.
  • Review policies, procedures and controls to ensure sustainability and risk mitigation.
  • Support management reporting on sponsorship outcomes and funding utilisation.
Reporting, Analytics & Operational Insights
  • Lead the development and delivery of operational dashboards, reports and workforce development metrics.
  • Monitor key performance indicators relating to learning participation, system utilisation, sponsorship outcomes and service delivery.
  • Analyse trends and operational data to identify opportunities for improvement and optimisation.
  • Support management planning and decision-making through data-driven insights and recommendations.
  • Ensure data quality, reporting accuracy and consistency across HRD systems and processes.
Process Improvement & Operational Excellence
  • Drive continuous improvement initiatives to enhance productivity, service quality and operational effectiveness.
  • Review workflows and implement process redesign, automation and digitalisation opportunities.
  • Lead projects relating to systems, process enhancements and operational transformation.
  • Develop and maintain governance frameworks, SOPs and operational documentation.
  • Champion innovation and encourage the use of technology and AI-enabled solutions to improve team efficiency and user experience.
  • Build a culture where continuous improvement is part of everyday work, not just annual projects.
Requirements
  • Degree in Human Resource Management, Business Administration, Education or a related discipline.
  • At least 5 to 8 years of relevant experience in Learning & Development, HR Operations, Learning Systems Administration, Programme Management or related HR functions.
  • Meticulous, creative, resourceful and able to work with minimal supervision.

  • Proficient in MS PowerPoint (Advance), Excel (Advance) and Words (Intermediate)
  • Experience managing learning systems, training operations, sponsorship administration or shared services functions is preferred.
